Organizational Context
The AMEXCID-UNDP Cooperation Program (PROCAP), established in 2013, supports Mexico's international development cooperation, aligning with SDG 17 and the 2030 Agenda. It aids AMEXCID in institutional consolidation, strengthening its dual role as a cooperation provider and recipient, and fostering strategic alliances. This role is placed within AMEXCID's Executive Directorate, supporting its operational structure and national development priorities.
Job Purpose
The purpose of this role is to significantly contribute to the institutional consolidation of AMEXCID, thereby strengthening South-South Cooperation in Mexico. The Associate will support the development of institutional capacities for International Development Cooperation (CID) management and the strengthening of Mexico's CID policy, both in its reception and offering modalities. This position is crucial for promoting strategic development alliances and aiding in the implementation of the Integral Development Plan, aligning with Mexico's national development priorities and its commitment to the 2030 Agenda. The role's contribution involves enhancing operational efficiency through process improvement, ensuring transparency by contributing to data capture and reporting, and mitigating risks through internal audit support within AMEXCID's framework. The Associate will also assist human resources functions, playing a vital part in achieving AMEXCID's strategic goals and supporting Mexico's foreign policy objectives as a dual cooperant.
Responsibilities
The Organizational Development Associate will be instrumental in enhancing AMEXCID's operational efficiency and institutional strengthening through a range of key responsibilities, grouped to support core agency functions. This includes actively supporting the comprehensive review and systematic update of agency procedure manuals, with a dedicated focus on implementing process improvement methodologies to streamline workflows, optimize operational effectiveness, and ensure compliance with established standards. The Associate will also provide critical assistance to the Human Resources department, specifically in the meticulous review and refinement of Terms of Reference and job profiles, ensuring they accurately reflect evolving organizational requirements and adhere to best practices for talent acquisition and management. A significant portion of the role involves upholding the agency's commitment to transparency and accountability by actively participating in data capture on institutional platforms and collaborating in addressing observations and preparing detailed transparency and accountability reports for internal and external stakeholders. Furthermore, the Associate will engage in various internal audit activities across the Agency, aiming to proactively identify, assess, and mitigate operational risks, thereby ensuring robust governance, compliance, and safeguarding institutional integrity. These duties collectively contribute to AMEXCID's strategic consolidation and its mission to strengthen international cooperation initiatives.
Work Experience
Candidates with a high school diploma require a minimum of 6 years of experience in public administration. For those with a completed Bachelor's degree, 3 years of relevant experience in public administration or related fields are required.
Skills
Proficiency in Microsoft Office suite. Experience in Mexican Public Administration (federal, state, or municipal). Experience in organizational development and process improvement. General knowledge of human resources. Experience in quality management and operations control. Familiarity with transparency and information access platforms.
