Digital Payments Specialist (open To All Applicants)

Organizational Context

The United Nations Development Programme (UNDP) in Tanzania, in partnership with the Better Than Cash Alliance (BTCA), is piloting responsible, interoperable digital merchant payment solutions at selected East African Community (EAC) border points. This initiative aims to support entrepreneurs in cross-border trade by reducing cash dependency, expanding access to credit for MSMEs, and fostering inclusive economies. The role is based in Dar es Salaam, Tanzania, and contributes to regional and continental digital transformation agendas.

Job Purpose

This role supports the Better Than Cash Alliance (BTCA) and UNDP Tanzania in accelerating the adoption of cross-border digital payment solutions across Africa. The Digital Payments Specialist will articulate the Theory of Change for shifting from cash to digital payments, assess their socio-economic impact, particularly on women and youth, and develop knowledge products. The purpose is to provide evidence-based insights, foster partnerships with academic and research institutions, document lessons learned, and advocate for policy changes to promote financial inclusion and sustainable digital transitions. The role also involves capacity development for UNDP staff and partners, and supporting the development of larger programs to enhance digital trade and financial inclusion within the EAC and beyond, aligning with the AfCFTA Protocol on Digital Trade.

Responsibilities

Develop a robust Theory of Change for the transition from cash to digital payments, mapping its contribution to financial inclusion, gender equality, and SDGs. Assess the socio-economic impact of digital payments, especially for women, youth, and rural communities, and analyze the legal and regulatory landscape. Co-produce knowledge products with research institutions to serve as replication blueprints. Document lessons learned, best practices, and challenges from pilot initiatives, developing case studies on inclusive digital finance. Generate policy recommendations to influence national strategies and advocate with policymakers and regulators for sustainable digital transitions. Facilitate knowledge exchange with regional economic communities like COMESA, SADC, and ECOWAS. Strengthen internal UNDP capacity on digital financial services and organize trainings. Support program development with diverse funding bases and ensure donor requirements are met.

Work Experience

A minimum of 5 years of experience (with a Master's degree) or 7 years (with a Bachelor's degree) in digital finance, financial inclusion, or related areas is required. Proven experience in developing theories of change, knowledge products, and policy briefs is essential. Experience with the UN or international organizations, academic institutions, or regional bodies is desirable.
