The United Nations Development Programme (UNDP) in Indonesia is implementing the INSIGHT project, supported by the Royal Norwegian Embassy. The role of Budget Management Associate sits within this project, reporting to the National Project Manager.
Job Purpose
The Budget Management Associate will provide essential day-to-day technical and financial support for the implementation of UNDP-supported projects, specifically within the INSIGHT project in Indonesia. This role involves managing project data in UNDP's corporate systems, ensuring compliance with UNDP rules and regulations, and collaborating with project teams and operations units. The associate's primary contribution is to facilitate effective project delivery by maintaining accurate financial records, supporting budget management, and resolving finance-related issues, thereby contributing to the project's overall success in strengthening the Indonesian Environment Fund and supporting Indonesia's transition to a green economy.
Responsibilities
The Budget Management Associate is responsible for providing comprehensive support for budget and financial management of assigned projects. This includes assisting the Project Manager in preparing project documents, work plans, and budgets. Key duties involve timely creation and revision of projects in UNDP's Quantum system, submission to the Finance Resource Management Unit, and data collection for project monitoring. The associate will update the project management module in Quantum, maintain a database of development partners, and provide financial guidance to executing agencies. Additionally, the role entails providing accounting and administrative support, including creating requisitions, processing vouchers, checking budgets, and receipting in Quantum. Monitoring accounts receivables, supporting project appraisal committee presentations, and assisting with donor contribution agreements are also core functions. The associate will also support resource mobilization by documenting donor communications, managing budgets, and preparing financial reports for donors. Furthermore, the role involves contributing to knowledge building by organizing training and documenting lessons learned.
Work Experience
A minimum of 7 years of experience in development project management support is required with a secondary education, or 4 years with a Bachelor's Degree. Experience with computers and office software (MS Word, Excel) is essential. Relevant experience in administrative, financial, procurement, or asset management, as well as project activities, is also required. Experience with UNDP or other UN agencies, international organizations, or major donor agencies is advantageous.
