Organizational Context
The role is within the operational structure of AMEXCID's Executive Directorate or assigned general directorate, supporting the AMEXCID-UNDP Cooperation Program (PROCAP). This program strengthens Mexico's international development cooperation, aligning with SDG 17 and national development priorities. The specialist will contribute to AMEXCID's institutional consolidation and its role in South-South Cooperation within the Ministry of Foreign Affairs.
Job Purpose
The role's purpose is to contribute to AMEXCID's institutional consolidation and the strengthening of South-South Cooperation in Mexico. This involves designing, negotiating, and overseeing international cooperation projects, ensuring alignment with global governance best practices. The specialist will conduct prospective diagnostics and risk analyses for project implementation in priority regions, aiming to maximize impact and mitigate operational contingencies. Furthermore, the role supports the promotion of social peace initiatives at the community level and ensures financial viability, budgetary control, and accountability for institutional funds and technical cooperation projects. The specialist will also engage in international negotiation tables to secure new cooperation agreements, memorandums of understanding, and technical cooperation conventions, thereby advancing Mexico's international development agenda.
Responsibilities
The specialist will be responsible for the comprehensive management of international cooperation projects. This includes designing, negotiating, and overseeing project execution, ensuring strict adherence to international best practices in global governance. A key duty involves conducting prospective diagnostics and thorough viability and risk analyses, covering political, social, and security aspects, to ensure successful project implementation in regions prioritized by Mexican foreign policy. This proactive approach aims to maximize project impact and effectively mitigate operational contingencies on the ground. Furthermore, the role entails proposing and developing mechanisms or initiatives that promote social peace at the community level, utilizing tools like sports or cultural programs in countries receiving cooperation projects from the Agency. The specialist will also supervise the financial viability, budgetary control, and accountability of institutional funds and technical cooperation projects, ensuring transparent resource management and compliance. Finally, active participation in international negotiation tables is required for the formalization of new cooperation projects, memorandums of understanding, and technical cooperation agreements, thereby expanding the scope and reach of Mexico's international cooperation efforts and strengthening strategic partnerships.
Work Experience
Candidates with a Bachelor's degree require a minimum of 7 years of experience in public administration, specifically focused on foreign policy. For those holding a Master's degree or higher, 5 years of experience in the aforementioned field is required.
Skills
Required skills include experience in mid-to-senior public administration roles in Mexico, strong knowledge of public policies, and high-level institutional communication and representation. Advanced English is essential. Desired skills encompass budgetary management, international cooperation, sociopolitical/humanitarian risk assessment, and experience with community social peace mechanisms. Core competencies include results achievement, innovative thinking, continuous learning, agile adaptation, determination, engagement, and fostering diversity and inclusion.
