Organizational Context

The United Nations Development Programme (UNDP) in Brazil partners with national and subnational entities to foster a sustainable and inclusive society. The Environmentally Sustainable Development team, part of the Programme Team, focuses on climate change, nature-based solutions, and forest finance. This role supports the "Supporting access to high-integrity forest finance for the states of the Brazilian Amazon" project (FOLHA initiative), aiming to enhance jurisdictional REDD+ implementation and access to results-based forest finance.

Job Purpose

The Project Analyst (Project Management) is responsible for the overall management, coordination, and implementation of the FOLHA initiative in Brazil. This role ensures the project's alignment with UNDP's strategic objectives and Brazil's climate and forest policies. The incumbent will lead a multidisciplinary team, working closely with state governments, federal institutions, civil society, and international partners to effectively deliver project activities. The purpose is to strengthen the implementation of high-integrity Jurisdictional REDD+ (J-REDD+) by empowering subnational jurisdictions in the Legal Amazon with the necessary capacities to access and sustain results-based forest finance, contributing to national REDD+ architecture and international standards.

Responsibilities

Manage the overall implementation of the FOLHA project, ensuring timely delivery of outputs and compliance with UNDP rules and donor requirements. Supervise and manage the project team, including planning, performance, and accountability. Lead project planning, including work plans, procurement, and risk management, and monitor progress against indicators, implementing adaptive management. Oversee financial and operational management, including budget execution and procurement. Prepare consolidated project progress reports and maintain effective communication with stakeholders and donors. Provide strategic and technical guidance on jurisdictional REDD+ and ART/TREES standards, supervising the preparation of key technical documents. Ensure safeguards and benefit-sharing arrangements are designed and implemented. Maintain and strengthen strategic partnerships with governments, civil society, and private sector actors. Coordinate stakeholder engagement and participate in relevant technical meetings. Coordinate the design and implementation of capacity-building activities on REDD+, safeguards, benefit-sharing, and carbon markets. Facilitate cross-state learning and disseminate lessons learned. Ensure alignment with UNDP Climate Hub strategies and coordinate with relevant teams.

Work Experience

A minimum of 2 years of relevant experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required in project management at the national or international level, focusing on climate change, forests, REDD+, or carbon markets. Proven experience in managing complex programs, including financial oversight, team coordination, and donor reporting is essential. At least 2 years of professional experience working with federal and/or state government institutions in Brazil, including subnational governments, is required.
