Organizational Context
The United Nations Development Programme (UNDP) in Brazil supports sustainable and inclusive development by strengthening democratic institutions, reducing poverty, and addressing climate change. The Environmental Sustainability team works across portfolios, focusing on nature-based solutions, climate change, and biodiversity. This role is within the "FOLHA" project, which aims to facilitate access to high-integrity forest carbon finance for Amazonian states.
Job Purpose
The Technical Analyst will provide crucial technical assistance in REDD+ safeguards for the "FOLHA" project, supporting the effective implementation of jurisdictional REDD+ (J-REDD+) in Brazil. The role involves advising project teams and subnational government partners on designing, implementing, and monitoring social and environmental safeguards. This ensures alignment with national frameworks and international standards, contributing to inclusive and transparent stakeholder engagement processes for accessing and sustaining results-based forest finance in the Amazon.
Responsibilities
Provide technical support for implementing REDD+ safeguards, ensuring alignment with ART/TREES requirements and national regulations. Conduct technical analyses of state-level safeguard systems, identifying gaps and areas for improvement. Support the alignment of state safeguard systems with ART/TREES standards and national frameworks. Advise subnational governments and project teams on technical aspects and strategic considerations for safeguard compliance. Monitor and evaluate safeguard implementation effectiveness, proposing adjustments as needed. Assist in developing and reviewing safeguard documentation, including contributions to Safeguards Information Systems (SIS) and Safeguards Summaries. Support the integration of safeguards into benefit-sharing mechanisms and contribute to stakeholder engagement processes, including consultations with Indigenous Peoples and Local Communities. Facilitate workshops and training on safeguards, climate finance, and J-REDD+. Contribute to knowledge management and systematization of lessons learned.
Work Experience
Proven experience in providing technical assistance related to REDD+ safeguards, environmental and social safeguards, or climate change projects is required. Experience working with subnational governments and engaging with diverse stakeholders, including Indigenous Peoples and Local Communities, is highly desirable.
Skills
Technical expertise in REDD+ safeguards, ART/TREES standards, and national REDD+ frameworks. Strong analytical and problem-solving skills. Excellent communication and interpersonal skills for stakeholder engagement. Ability to develop and review technical documentation. Experience in capacity building and knowledge management. Proficiency in Portuguese is essential.
