Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports the country's recovery and resilience efforts amidst the ongoing war. The Crisis Resilience unit focuses on safeguarding development gains, restoring critical functions, and facilitating the path towards achieving the Sustainable Development Goals. This role is part of the Technical Assistance team supporting EIB-funded recovery programs.
Job Purpose
The Compliance Analyst will ensure the proper implementation of compliance activities within the Ukraine Early Recovery Programme (UERP) and Ukraine Recovery Programme (URP) framework loans provided by the European Investment Bank (EIB). This involves supporting project implementation, ensuring effective and compliant procurement and financial processes, and contributing to capacity building and knowledge sharing. The role aims to accelerate the implementation of EIB-funded sub-projects, contributing to the restoration of essential public services, infrastructure resilience, and improved living conditions for conflict-affected populations, including internally displaced persons and vulnerable groups, while upholding UNDP's mandate and zero-tolerance policies.
Responsibilities
Support project implementation by ensuring compliance with UN/UNDP and EIB rules, contributing to work plans, and monitoring project activities through field visits. Provide technical support for effective procurement processes, ensuring compliance with Ukrainian legislation and EIB standards, and strengthening beneficiary capacity. Offer financial operational support by preparing accurate financial reports, monitoring financial activities, and developing mechanisms to improve compliance. Facilitate capacity building and knowledge sharing by documenting best practices, contributing to knowledge networks, and developing resources to enhance understanding and application of compliance measures. The incumbent will also perform other duties as necessary for the efficient functioning of the office.
Work Experience
For candidates with a Master's degree, no professional work experience is required. Candidates with a Bachelor's degree must have a minimum of two years of relevant professional experience in areas such as public sector procurement management, project development, finance management, accounting, auditing, or engineering.
