Job Purpose
The Programme Analyst (NOB) provides high-level analytical, programmatic, and operational support to the Climate Change, Water, Energy & Environment (CCEE) Unit in Yemen. Reporting to the Team Leader, this role is crucial for the effective delivery of the CCEE portfolio, ensuring alignment with UNDP's strategic objectives and donor requirements. The position involves supporting programme implementation, strengthening monitoring and evaluation processes, ensuring data quality, and facilitating coordination with national partners. The analyst contributes to portfolio-level analysis, knowledge management, and compliance with UNDP standards, playing a key role in enhancing programme performance and achieving sustainable development outcomes in a challenging environment.
Responsibilities
The Programme Analyst is responsible for supporting programme strategy, planning, and analysis within the Climate Change, Water, Energy & Environment thematic area. This includes contributing to strategy formulation, operationalization, and analysis of environmental trends to inform programme design. The role involves leading and supporting programme and portfolio management, focusing on implementation oversight, monitoring, quality assurance, and compliance. Key duties include tracking progress against results frameworks, validating data, and ensuring timely, quality reporting. The analyst also supports partnerships, coordination with government entities, donors, and UN agencies, and contributes to resource mobilization efforts. Furthermore, the role ensures knowledge management and capacity building by supporting documentation of best practices, lessons learned, and contributing to knowledge products and training activities.
Work Experience
A minimum of 2 years of relevant experience is required with a Master's degree, or 4 years with a Bachelor's degree. Experience should include supporting the design, monitoring, and evaluation of development projects, particularly in Climate Change, Water, Energy & Environment sectors. Experience in data analysis, results tracking, reporting, and working with government counterparts and development organizations is essential. Experience in fragile or conflict-affected settings is desirable.
