Organizational Context
The United Nations Development Programme (UNDP) in Bhutan supports the Royal Government's national priorities, particularly its 13th Five Year Plan (2024-2029) aimed at economic transformation and high-income status. Following Bhutan's LDC graduation, a dedicated Delivery Unit (DU) has been established under the Prime Minister's Office to drive the implementation of the 21st Century Economic Roadmap. This multidisciplinary DU, reporting to the Prime Minister, focuses on strategic planning, investment, and performance management.
Job Purpose
The Investment Modelling Specialist will be embedded within the Prime Minister's Delivery Unit in Bhutan, providing critical financial and investment modelling expertise. The role's purpose is to support the structuring of bankable projects, develop effective financing strategies, and facilitate engagement with investors to achieve Bhutan's ambitious economic growth targets outlined in the 21st Century Economic Roadmap. This position is key to bridging strategic economic ambitions with on-the-ground delivery, fostering a culture of performance and accountability across government initiatives aimed at transforming Bhutan into a high-income economy.
Responsibilities
The Investment Modelling Specialist will lead the design, structuring, and financial analysis of investment frameworks, financing strategies, and project-level models for priority projects under Bhutan's 21st Century Economic Roadmap. Key duties include assessing project viability and bankability, conducting risk analysis and scenario modelling, and contributing to macroeconomic and fiscal analysis. The role involves structuring diverse financing strategies (e.g., blended finance, PPPs) and preparing investment cases for domestic and international investors. Additionally, the specialist will support the development of sectoral blueprints, facilitate capacity building for government counterparts on investment modelling and financial structuring, and ensure gender-responsive analysis in all relevant work.
Work Experience
A minimum of 5 years of relevant professional experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required in areas such as investment modelling, financial analysis, project finance, corporate finance, investment banking, or transaction advisory. Proven experience in project management, financial, and economic analysis is essential.
