Organizational Context
The UNDP project Sinergia+ aims to strengthen CONANP's institutional capacity for results-based planning, financial management, and strategic alliances to enhance ecosystem connectivity and biodiversity conservation. This role supports the General Directorate of Conservation in socio-economic and regulatory analysis for Federal Protected Natural Areas (ANP), contributing to institutional strengthening and effective conservation management.
Job Purpose
The Project Operations Assistant in Environmental Economics and Regulatory Improvement will support the General Directorate of Conservation in developing regulatory proposals and conducting socio-economic analyses for Federal Protected Natural Areas (ANP). This involves preparing Regulatory Impact Assessments (AIR), technical studies on carrying capacity and acceptable change limits, and socio-economic evaluations of ANP dynamics. The role also contributes to estimating the economic value of ecosystem services, supporting the declaration of new ANPs and management programs. The position is crucial for fulfilling the Directorate's regulatory agenda and advancing Result 1 of the Sinergia+ project, focusing on institutional strengthening and effective conservation management.
Responsibilities
Key responsibilities include supporting the preparation of Regulatory Impact Assessments (AIR) for regulatory proposals, in compliance with applicable legal provisions. The role involves assisting in the supervision of technical and planning studies to define, modify, or update carrying capacity and acceptable change limits for sustainable resource use in Federal ANPs. Additionally, the position requires conducting socio-economic analyses to characterize territorial, demographic, productive, and cultural dynamics within ANPs and their influence zones, supporting the creation of Justification Studies (EPJ) for ANP declarations and Management Programs. The role also contributes to estimating and valuing ecosystem services within ANPs to support EPJ development and the Directorate's regulatory agenda. Any other functions aligned with the role's objective may also be assigned.
Work Experience
Candidates with a High School Diploma require 4 years of verifiable experience. Those with a university degree (Licenciatura) need 1 year of experience in Economic Analysis. Experience in report writing and impact analysis is required. Desired experience includes economic databases, statistical analysis tools, government financing strategies, economic valuations, indicator calculation, graphic design, statistical reports, and sustainable development projects.
