The United Nations Development Programme (UNDP) Cambodia Country Office partners with the Royal Government of Cambodia and various organizations to accelerate Cambodia Sustainable Development Goals. This role supports the Cambodia Early Warning for All (EW4All) project, under UNDP's climate resilience agenda. The project aims to establish an effective Multi-Hazard Early Warning System to protect vulnerable populations from climate-related hazards.
Job Purpose
The Project Analyst-Gender and Safeguards is pivotal to the Cambodia Early Warning for All (EW4All) project, ensuring robust coordination and quality assurance in its implementation. This role is designed to foster coherence across the project's three outputs, effectively preventing duplication of efforts and streamlining information flow among all Responsible Parties. A core purpose is to guarantee the comprehensive integration of environmental and social safeguards, as well as gender considerations, throughout every project activity. The analyst supports the planning, implementation, monitoring, and evaluation of initiatives, collaborating closely with government ministries and development partners. This ensures the project contributes significantly to building a more resilient, inclusive, and anticipatory disaster risk management system in Cambodia. By upholding UNDP Social and Environmental Standards and national frameworks, the role directly safeguards vulnerable populations from escalating climate risks, aligning with the UN Secretary-General’s global call to strengthen early warning capacities and accelerate the achievement of Cambodia's Sustainable Development Goals.
Responsibilities
The Project Analyst-Gender and Safeguards is responsible for the day-to-day management and coordination of the EW4All project. This includes coordinating annual work plans and budgets, monitoring partner activities, and preparing comprehensive project reports. The role involves developing terms of reference, managing various agreements, and supporting Project Board meetings, evaluations, and audits. A key function is establishing and maintaining structured coordination mechanisms among the three project outputs and diverse stakeholders, including government institutions, UN agencies, and NGOs. This involves facilitating regular coordination meetings, implementing integrated planning cycles, managing shared resources, and ensuring consistent communication frameworks to prevent duplication and maximize efficiency. Crucially, the analyst leads the implementation of the project's Environmental and Social Management Plan/Framework (ESMP/ESMF), ensuring full compliance with UNDP Social and Environmental Standards (SES) and national legal frameworks. This includes monitoring SES-related plans, serving as the Grievance Redress Mechanism (GRM) focal point, and identifying/mitigating environmental and social risks. The role also involves implementing the Indigenous Peoples Plan (IPP) and integrating gender considerations into community training. Finally, the analyst facilitates knowledge management and sharing by assessing strategies, managing stakeholder expectations, supporting knowledge creation, and contributing to project knowledge networks.
Work Experience
For Bachelor's degree holders, a minimum of two years of relevant professional experience in project coordination, monitoring, reporting, or implementation support within development programs is required. Master's degree holders do not require prior professional experience. Desirable experience includes project management (design, implementation, coordination, M&E), stakeholder engagement, gender mainstreaming, and working with indigenous communities in Cambodia. Experience in implementing environmental and social safeguards, especially in climate change adaptation or disaster risk management projects, is highly valued. Familiarity with UN/UNDP operations and UNDP Social and Environmental Standards (SES) or similar frameworks is also beneficial.
