Organizational Context
The United Nations Development Programme (UNDP) Cambodia Country Office works to accelerate the achievement of Cambodia Sustainable Development Goals and national priorities. The Cambodia Early Warning for All (EW4All) project, under the climate action and nature-based solutions shift, aims to protect communities from climate risks by establishing a Multi-Hazard Early Warning System (MHEWS). This project is implemented in close coordination with national institutions and UN agencies.
Job Purpose
The Project Analyst-Monitoring and Evaluation (M&E) is crucial for the effective implementation of the Cambodia Early Warning for All (EW4All) project. This role supports the Project Manager in daily operations and quality assurance, ensuring project activities align with objectives and national priorities. The incumbent will collaborate with various partners to plan, implement, monitor, and evaluate project activities. Key responsibilities include ensuring coherence across project outputs, preventing duplication, facilitating information sharing, and promoting evidence-based decision-making through robust M&E frameworks. The role contributes to strengthening Cambodia's resilience to climate-related hazards by ensuring timely and actionable early warnings for vulnerable populations.
Responsibilities
The Project Analyst-M&E is responsible for the day-to-day management and coordination of project activities, working with Responsible Parties to achieve targets and supporting the development of annual work plans and budgets. This includes monitoring partner implementation, providing guidance, and contributing to report preparation. The role involves coordinating the development of terms of reference for consultancies, participating in procurement, and preparing partnership agreements. Additionally, the incumbent will coordinate evaluations, audits, and spot-checks. A key function is ensuring effective monitoring, data management, and reporting, including producing progress reports that meet UNDP and GCF standards, developing M&E tools, conducting field visits, and analyzing quantitative and qualitative data. The role also oversees the implementation of the M&E plan, tracks progress against indicators, supports baseline assessments, and facilitates evaluations, annual reviews, and knowledge management activities.
Work Experience
Applicants with a Master's degree require no professional work experience. Those with a Bachelor's degree need a minimum of two years of relevant professional experience in monitoring and evaluation, project implementation, or results-based management. Experience with UN/UNDP projects or GCF-funded initiatives is desirable.
