Organizational Context
The United Nations Development Programme (UNDP) Peace and Stabilization Programme Team in the Philippines is implementing the UPLIFT DC project, funded by the Bangsamoro Normalization Trust Fund and managed by The World Bank. This project aims to support the transition of former combatants in BARMM through strengthened information and case management, and improved livelihoods and well-being. The Administrative and Finance Associate will be based in Marawi City and will provide crucial support to the Project Manager and the Programme Team.
Job Purpose
The Administrative and Finance Associate will provide essential administrative, logistical, and financial management support for the day-to-day operations of the UNDP Peace and Stabilization Programme's UPLIFT DC project. This role is critical for ensuring the effective implementation of project activities by maintaining high quality, accuracy, and consistency in administrative and financial processes. The position holder will assist in managing payments, tracking expenditures, processing financial documents, and supporting procurement functions. By ensuring smooth operational support, the Associate directly contributes to the project's objectives of strengthening information and case management for decommissioning combatants and enhancing their livelihoods and well-being, ultimately supporting the government's peacebuilding initiatives in BARMM.
Responsibilities
Provide comprehensive administrative and financial support to the project team, including processing payments, tracking budgets, and managing cash advances, liquidations, and reimbursements. Ensure efficient management of administrative, logistical, and procurement systems, adhering to UNDP policies and procedures for requisitions, travel, and supplier payments. Maintain systematic filing of office records and correspondence. Support procurement functions by contributing to procurement plans and ensuring compliance with regulations. Coordinate administrative, finance, and procurement issues for meetings and workshops. Assist in maintaining project asset inventory and preparing asset transfers. Foster partnerships by establishing and maintaining contacts with UN agencies, government institutions, NGOs, and other stakeholders, and supporting communication and coordination efforts. Contribute to knowledge building by organizing training and synthesizing lessons learned.
Work Experience
A minimum of 7 years of professional experience in administration and financial support for projects or programs is required with secondary education, or 4 years with a bachelor's degree. At least 4 years of demonstrated experience in project financial management, including budget preparation, work plans, and financial reporting, is necessary. Experience with web-based management systems and ERP financials, preferably Oracle (Quantum), is also required for at least 4 years. Experience in post-conflict contexts or working with peacebuilding projects is desirable.
Skills
Proficiency in standard office software (Word, Excel, PowerPoint, Outlook). Strong administrative, financial, and procurement support skills. Experience in project financial management, budgeting, and reporting. Familiarity with ERP financial systems (e.g., Oracle Quantum). Ability to manage events, maintain records, and support partnerships.
