Organizational Context
The United Nations Development Programme (UNDP) in Moldova is supporting the Ministry of Labour and Social Protection in a transformative process to digitize and improve the social protection system. This initiative, funded by the Italian Agency for Development Cooperation, aims to create a unified, efficient, and inclusive platform (eSocial) to address system inefficiencies and better serve vulnerable populations, particularly women and girls with disabilities.
Job Purpose
The Disability Policy Analyst will play a crucial role in enhancing Moldova's social protection system, focusing on disability determination and service delivery. The purpose of this role is to analyze and harmonize existing legislation with EU standards, ensuring it is gender-responsive and addresses intersectional vulnerabilities. The analyst will contribute to evidence-based policy development through improved data management and digitalization of processes. By collaborating with stakeholders and facilitating capacity development, the role aims to strengthen institutional frameworks and digital tools, ultimately improving the accessibility, efficiency, and inclusivity of social protection services for all citizens, aligning with national priorities and the 2030 Agenda.
Responsibilities
The Disability Policy Analyst is responsible for harmonizing legislation and regulations on disability determination with EU standards, identifying gaps, and proposing amendments that incorporate gender-responsive and intersectional approaches. This includes assessing existing laws for gender-specific barriers and ensuring alignment with Moldova's EU integration roadmap. The role involves assessing disability-related data sources, recommending data governance standards, and preparing datasets for analysis to monitor outcomes and ensure sex-disaggregated and intersectional indicators are used. Additionally, the analyst will cooperate in optimizing business processes for disability determination, proposing digital solutions for streamlining assessment and case management, and identifying measures to enhance integrity and transparency. Stakeholder engagement, including consultations with persons with disabilities and advocacy groups, is key, as is developing guidelines and training staff on updated legislation, digital tools, and data literacy, while promoting gender and disability inclusion in policy development and service delivery.
Work Experience
A Bachelor's degree requires a minimum of two years of experience with institutional frameworks for disability determination and assessment, and in analyzing/revising legislation/regulations in disability or social protection. Desired experience includes at least one year in social protection/disability policy or governmental institutions, one year with disability determination frameworks, and one year analyzing disability/social protection legislation. Experience with gender equality and intersectionality in disability inclusion projects is also desirable.
