Job Purpose
The Project Management Specialist will support the Flood Recovery Programme Manager in managing and coordinating a core component of the Flood Reconstruction and Coordination Programme (FRCP), which is part of the larger Flood Recovery Programme (FRP). This role is crucial for ensuring the successful implementation of project interventions, particularly in areas of enhanced Monitoring & Evaluation (M&E) systems for financial transparency, improved governance for resilient flood recovery, and reconstruction/rehabilitation efforts in Quetta district. The specialist will be responsible for delivering project results, overseeing M&E practices, managing day-to-day field operations, and fostering strong partnerships with donors and government entities. The position ensures project activities align with donor requirements, government priorities, and UNDP's strategic objectives, contributing to Pakistan's recovery and resilience.
Responsibilities
The Project Management Specialist is responsible for ensuring timely and high-quality delivery of programme results within budget, aligning with UNDP, donor, and government objectives. Key duties include providing strategic direction for programme design and implementation, guiding the development of strategies and work plans, and leading adaptive management by analyzing progress and advising on performance and risks. The role involves overseeing programme monitoring and evaluation (M&E) frameworks, managing operational, reputational, and strategic risks, and ensuring efficient resource allocation and budget control. Additionally, the specialist will support partnership management by liaising with donors, government counterparts, and stakeholders, ensuring compliance with project governance structures, and overseeing donor reporting. The role also focuses on facilitating knowledge management, sharing best practices, and leading capacity-building initiatives for the programme team, including direct supervision and performance management.
Work Experience
A minimum of 7 years (with Master's) or 9 years (with Bachelor's) of progressive experience in project management, quality assurance, and management advisory services at the national or international level is required. Experience in overseeing projects with significant annual delivery (e.g., USD 200 million) and proficiency in computer software and management systems are essential. Experience in strategic planning, donor reporting, stakeholder engagement, and understanding South Asian governance systems is desired.
