Job Purpose
The Chief Technical Advisor (CTA) will manage three World Bank-funded projects in Yemen, providing strategic advice and technical oversight to ensure high-quality outputs and results. Working under the Deputy Resident Representative for Programme, the CTA will guide project teams, engage with Yemeni institutions, and foster partnerships. The role involves integrating international best practices, facilitating knowledge management, and supporting the development of new initiatives. The CTA will also act as a senior advisor on World Bank partnerships, ensuring coordinated and consistent approaches across all WB-funded projects within UNDP Yemen, contributing to both immediate relief and long-term development impact in a fragile context.
Responsibilities
Lead results-based project management, including planning, implementation, monitoring, evaluation, and reporting for three World Bank-funded projects. Establish work plans, targets, budgets, and standards for measuring progress, ensuring timely achievement of outputs and activities. Provide support to project teams and responsible parties, and prepare regular progress and impact reports for the World Bank. Manage project risks and issues, and ensure compliance with UNDP and World Bank safeguards, policies, and frameworks. Oversee effective financial management and reporting, ensuring accountability and efficient use of funds, and supervise procurement and administrative aspects. Promote strategic partnerships through constructive dialogue with government counterparts, civil society, donors, and communities. Provide top-level coordination support and advice to senior management and other project managers on World Bank strategic issues and corporate compliance, ensuring coherent responses to the World Bank.
Work Experience
Demonstrated experience in successful delivery and implementation of large-scale projects in fragile/crisis contexts is required. Proven experience in partnership building and networking is essential. Experience in planning, consensus building, and managing multiple concurrent projects is necessary. Proficiency in computer use and relevant software applications is also required.
