Job Purpose
The Community Mobilization Officer will play a crucial role in supporting the implementation of UNDP's Area-Based Recovery (ABR) Framework in Mykolaiv oblast, Ukraine. The primary purpose of this role is to facilitate civic engagement and inclusive recovery initiatives at the local level. This involves conducting community assessments, mapping stakeholders, and facilitating participatory processes to identify and address community needs. The officer will support the establishment and strengthening of Community Engagement Working Groups (CEWGs) to ensure inclusive dialogue and decision-making. By providing technical support to local actors and coordinating with various stakeholders, the role aims to empower communities, promote the reintegration of veterans, and ensure that recovery efforts are participatory, inclusive, and sustainable, contributing to Ukraine's long-term development.
Responsibilities
The Community Mobilization Officer is responsible for implementing civic engagement activities and supporting inclusive recovery initiatives within the Area-Based Recovery approach. This includes conducting community assessments, identifying needs with a focus on underrepresented groups, and facilitating participatory processes for problem analysis and co-creation of priorities. The role involves establishing and strengthening Community Engagement Working Groups (CEWGs) to foster dialogue and decision-making. The officer will develop work plans, provide technical support for community-led initiatives, and contribute to the reintegration of veterans. Capacity development for community actors through trainings and workshops is also a key responsibility. Furthermore, the role requires close engagement and coordination with regional and local stakeholders, including government administrations, civil society organizations, and community groups, to ensure inclusive participation in recovery processes. This includes facilitating consultations, promoting the inclusion of marginalized groups, and documenting stakeholder feedback. The officer will also provide coordination and operational support for planning, implementation, and reporting, ensuring community perspectives are integrated into UNDP programming and adaptive management. Mainstreaming gender equality and promoting a safe, enabling environment free of discrimination are also integral to the role.
Work Experience
A minimum of two years of relevant experience is required with a Master's degree, or four years with a Bachelor's degree. This experience should be at the national or international level in civic engagement, inclusive recovery, and/or community development. Experience with computers, office software packages (MS Word, Excel), and web-based management systems is also necessary. Desirable experience includes applying the Human Rights-Based Approach or Area-Based Recovery approaches, providing advisory support to civil society and local authorities, and previous experience with UN/UNDP or international organizations.
