Organizational Context
The UNDP Anti-Corruption Project in Guinea-Bissau aims to strengthen national anti-corruption frameworks, promote transparency, and enhance citizen engagement. It supports key institutions in addressing systemic corruption challenges, with a focus on peacebuilding and good governance. The project integrates a gender-responsive approach, recognizing and addressing the differentiated impacts of corruption on women and men.
Job Purpose
The Monitoring and Evaluation (M&E) Analyst will play a crucial role in enhancing the effectiveness, impact, and results of the Anti-Corruption Project in Guinea-Bissau. This position is responsible for developing and implementing a comprehensive M&E framework, with a specific emphasis on measuring gender-related outcomes. The analyst will ensure robust data collection, analysis, and reporting mechanisms are in place to track project progress against targets and contribute to evidence-based decision-making. This role is integral to demonstrating the project's success in strengthening anti-corruption efforts and promoting inclusive governance, aligning with national strategies and international commitments like the SDGs.
Responsibilities
The M&E Analyst is responsible for developing and implementing the project's M&E framework, including designing M&E tools, setting key performance indicators, and conducting annual reviews and impact assessments. This involves coordinating external and internal evaluations, ensuring gender-responsive methodologies and sex-disaggregated data collection across all project components. The role includes managing project information, maintaining databases, and ensuring compliance with donor standards and UNDP's Gender Equality Marker. Capacity development for project staff and partners in M&E methodologies, particularly gender-responsive approaches, is a key responsibility. The analyst will also ensure quality assurance of M&E tools and reports, conduct quality reviews of gender-related reporting, and support the documentation of lessons learned and good practices. This includes contributing to annual reporting, maintaining project documentation in the UNDP Quantum system, and sharing M&E findings with stakeholders.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Those with a Bachelor's degree must have a minimum of two years of relevant professional experience in Monitoring and Evaluation or development work. Experience in information analysis, report writing, M&E system design, and data processing is essential. Familiarity with gender-responsive budgeting, feminist evaluation approaches, or gender audits is desirable.
