Organizational Context
The UNDP Mexico office, within the Effective Governance unit, supports the AMEXCID-PNUD Cooperation Program (PROCAP). This program, active since 2013, aligns with SDG 17 and Mexico's National Development Plan. Its third phase (2019-2025) focuses on institutional strengthening of AMEXCID to enhance international development cooperation, particularly South-South cooperation, through innovative schemes and strategic partnerships.
Job Purpose
The Legal Associate in International Cooperation will provide crucial legal advisory services to AMEXCID, supporting the effective implementation of international development cooperation programs. This role is integral to ensuring legal compliance, mitigating risks, and strengthening AMEXCID's institutional capacity in managing and executing cooperation agreements. By analyzing legal documents, advising on treaties and MOUs, and supporting program oversight, the associate contributes directly to Mexico's foreign policy objectives and its role as both a recipient and provider of development cooperation, aligning with the Agenda 2030 and national development priorities.
Responsibilities
Provide legal advice to AMEXCID on the negotiation and signing of treaties, Memoranda of Understanding (MoUs), and financing agreements with strategic partners. Analyze legal documentation for ongoing cooperation programs to ensure compliance with national and international legislation. Support the legal oversight of agricultural cooperation programs in Central America and the Caribbean. Review contracts, communications, and other documents to identify and mitigate legal risks and prevent institutional non-compliance. Respond to legal inquiries regarding international development cooperation projects received by the Agency. This role operates within the Executive Directorate of AMEXCID, coordinating with cooperating institutions.
Work Experience
Candidates with a high school diploma require 7 years of experience in public administration in legal matters. Candidates with a Bachelor's degree require 4 years of experience in similar legal and public administration fields. Experience in federal, state, or municipal public administration is also noted.
Skills
Knowledge of the Law on International Development Cooperation and international legal frameworks. Experience in public administration (federal, state, or municipal). Excellent written and oral communication skills. Ability to identify legal gaps. Experience in legal analysis of agricultural projects. Experience handling information requests or citizen services.
