The United Nations Development Programme (UNDP) supports integrated programmatic, policy, and financing solutions for the Sustainable Development Goals (SDGs). The Governance, Rule of Law, and Peacebuilding (GRP) Hub, within the Bureau for Policy and Programme Support, enhances UNDP's impact on governance and peacebuilding. The SDG Local Action project, in partnership with local governments, aims to improve service delivery and climate resilience. This Operations Analyst role supports the Mayors Challenge initiative in Visakhapatnam, specifically within the Vizag-Prajamukhi Urban Living Lab (V-PULL) co-governance platform.

Job Purpose

The Operations Analyst will support the Project Manager in the successful implementation of the Mayors Challenge initiative in Visakhapatnam, focusing on the Vizag-Prajamukhi Urban Living Lab (V-PULL). This role is crucial for ensuring that the V-PULL's project portfolio effectively delivers on its intended goals, contributing to climate resilience and improved urban living conditions. The analyst will be responsible for monitoring project budgets and timelines, identifying and mitigating risks, and exploring strategies for long-term project sustainability. By coordinating operations, facilitating communication, and ensuring quality assurance, the Operations Analyst will play a key part in the V-PULL's innovation pipeline, from idea generation and prototyping to scaling and ensuring lasting impact. This position directly contributes to UNDP's mission of achieving the SDGs at the local level through innovative governance and community engagement.

Responsibilities

The Operations Analyst will oversee day-to-day project operations, coordinating execution with the Core Working Team (CWT) and Operational Support Teams (OSTs) under the guidance of the Project Manager and Municipal Commissioner. Key responsibilities include acting as the primary liaison for communications between the city, UNDP procurement, and service providers, and preparing Terms of Reference for procurement processes. The role involves facilitating contract and sourcing strategies, managing supplier selection, and supervising service providers, including performance reviews and payment follow-ups. The analyst will manage intervention-level impact metrics, financial reporting, data collection, and delivery planning to ensure continuous knowledge capture and integration of learnings. They will oversee the V-PULL process from idea sourcing to scaling and long-term sustainability, and manage relationships with governing bodies to remove delivery barriers. Additionally, the role requires ensuring compliance with quality standards and resilience criteria, validating technical deliverables, and facilitating the analysis for procurement plans. The analyst will also support knowledge sharing and dissemination of project learnings and best practices.

Work Experience

Applicants with a Master's degree are not required to have professional work experience. Applicants with a Bachelor's degree must have a minimum of two years of relevant professional experience in project management, operations, climate resilience, or sustainability project delivery.
