The United Nations Development Programme (UNDP) in Ukraine supports crisis response, public services, reconstruction, livelihoods, and civil society. The ongoing war has caused significant destruction, necessitating a focus on safeguarding development gains and restoring critical functions. UNDP, in partnership with the EIB, implements recovery programs in education, healthcare, housing, water, and public buildings, aiming to accelerate sub-project implementation and improve living conditions for conflict-affected populations.
Job Purpose
The Community Engagement Analyst will ensure the effective implementation of the Social Management Plan (SMP) and Stakeholder Engagement Plan (SEP) for EIB-funded recovery programs in Ukraine. This role is crucial for strengthening social cohesion and inclusion in target regions by fostering community participation, transparency, and accountability. The analyst will develop stakeholder engagement and communication models, build the capacity of beneficiaries, civil society, and authorities, and work collaboratively on social infrastructure recovery projects. A key objective is to mitigate adverse social impacts and risks associated with recovery project implementation, ensuring a 'build back better' approach and leaving no one behind.
Responsibilities
The role involves comprehensive project planning, implementation, monitoring, and evaluation. This includes conducting needs assessments, building relationships with local partners and authorities, and facilitating stakeholder consultations using participatory methods. The analyst will contribute to project concept formulation, implementation plans, and capacity-building activities, ensuring alignment with project goals and organizational procedures. Responsibilities also extend to community development and engagement, including identifying local needs, developing stakeholder engagement strategies for vulnerable groups, and establishing cross-sectoral partnerships. The role supports resource mobilization, facilitates collaboration between public authorities and stakeholders, and acts as a trainer. Additionally, the analyst will manage knowledge sharing, communicate project results, and coordinate with other agencies.
Work Experience
Applicants with a Master's degree require no professional work experience. Those with a Bachelor's degree must have at least two years of relevant professional experience in regional or community development. Experience in capacity development, stakeholder engagement, community mobilization, environmental/social monitoring, civil society development, or working with UN agencies is advantageous.
