Job Purpose
The Project Operations Associate (Finance) provides essential support for the daily operations of the Climate Finance PH-NBS project, ensuring the efficient and compliant execution of administrative, financial, and procurement processes. This role is critical for maintaining accurate financial records, managing transactions in accordance with UNDP's Programme and Operations Policies and Procedures (POPP), and supporting the project's overall financial health. By ensuring adherence to UNDP standards and donor requirements, the Associate contributes directly to the project's objective of increasing private sector investment in nature-based solutions for climate resilience in the Philippines, thereby supporting a just transition to a low-emission and resilient economy.
Responsibilities
The Project Operations Associate (Finance) is responsible for managing day-to-day project financial operations, ensuring compliance with UNDP regulations, internal controls, and donor requirements. This includes maintaining accurate financial records, monitoring and reconciling accounts, managing cash advances, and processing/certifying financial transactions like vouchers and payments. The role involves administering expenditure control systems and resolving financial discrepancies. Additionally, the Associate will monitor budget utilization, support budget planning and forecasting, and generate financial reports for management and donors. Responsibilities extend to supporting procurement planning and managing end-to-end procurement processes for goods, services, and consultants, including contract administration. Logistical support for project activities and management of asset/inventory systems are also key duties. The role also involves providing finance-related quality assurance oversight for specific projects under the National Implementation Modality.
Work Experience
A minimum of 7 years of experience in project administration, finance, or procurement is required with a secondary education. With a bachelor's degree, a minimum of 4 years of relevant experience is required. At least 2 years of experience supporting the management and implementation of development projects is necessary. Demonstrated experience in project administration and financial management, including budget preparation, annual work plans, procurement, and financial reporting, is essential.
