Organizational Context
The UNDP Cambodia Country Office collaborates with the RGC to achieve national development goals. This role supports the Cambodia Early Warning for All (EW4All) project, a climate resilience initiative establishing a Multi-Hazard Early Warning System (MHEWS) in four vulnerable provinces. This enhances disaster risk management. The Project Associate is part of the Project Management Unit, reporting to the Project Manager.
Job Purpose
The Project Associate, under the Project Manager's supervision, is crucial for the effective operational and financial management of the EW4All project within the Project Management Unit. This role ensures the smooth delivery of project outputs by providing high-quality operational, administrative, and financial services. The Associate guarantees compliance with UNDP and Green Climate Fund (GCF) requirements, facilitating efficient project implementation. By working closely with national partners and UNDP teams, the position contributes significantly to strengthening Cambodia's early warning capabilities and disaster risk management system. This support is vital for safeguarding vulnerable populations from climate-related hazards, aligning with the UN's commitment to universal early warning systems by 2027. Responsibilities
The Project Associate provides comprehensive financial management support, ensuring effective project implementation in compliance with UNDP and GCF requirements. This includes liaising with UNDP teams on financial matters, preparing and maintaining financial records, and ensuring timely processing of payments, travel allowances, and other claims. The role involves guiding personnel on financial procedures, assisting with donor agreements, monitoring contributions, and overseeing sub-grantee financial reports. Additionally, the Associate contributes to budget work-plan preparation, procurement plan execution, and maintaining audit-ready documentation and filing systems, including preparing financial reports. The Associate also offers administrative and logistical support for project planning, implementation, and monitoring. This encompasses HR processes like recruitment and contract management, organizing meetings and travel, maintaining project assets and inventory, and assisting with procurement. Furthermore, the role supports project board meetings, formulation, extension, and closure processes, and provides interpretation/translation. Finally, the Associate contributes to knowledge management and sharing by supporting project events, participating in training, and guiding national counterparts on UNDP financial, procurement, HR, and asset management procedures.
Work Experience
A minimum of 6 years of progressively responsible experience in programme, project operations, administration, and financial management is required with secondary education, or 3 years with a Bachelor's degree. Desirable experience includes supporting project implementation with financial, administrative, procurement, and logistical assistance. Prior experience with GCF or climate finance projects, providing financial management capacity building, using web-based management systems (ERP), and working with UN, UNDP, or other international development organizations is advantageous.
