Job Purpose
The Programme Analyst (Justice & Rule of Law) will manage the day-to-day activities contributing to progress in governance, justice, human rights, and rule of law in the Philippines. This role is key to expanding UNDP's justice and rule-of-law portfolio, driving systemic institutional reforms that bolster accountability, improve access to justice, and enhance the effectiveness of justice sector institutions. The position involves supporting national and subnational reform initiatives, contributing to policy dialogue, ensuring human rights and gender equality integration, and managing monitoring, evaluation, and knowledge management for justice and human rights programs. The role also supports linking justice interventions with broader governance reforms and oversees programme associates/assistants.
Responsibilities
The Programme Analyst is responsible for ensuring effective implementation of programme strategies by supporting analysis of the political, social, and institutional context, conducting diagnostics, and developing concept notes and project proposals. They will ensure alignment with UNDP priorities, integrate cross-cutting issues like gender and human rights, and support the linkage of justice reforms with broader governance initiatives. The role involves participating in effective programme management, coordinating implementation with executing agencies, monitoring projects, and addressing implementation bottlenecks. Additionally, the analyst will support strategic partnerships, resource mobilization, and positioning UNDP as a trusted technical partner. Key responsibilities include facilitating knowledge building and sharing through training, synthesizing lessons learned, and producing analytical briefs. The role also provides advisory services to the government to strengthen national ownership of reforms and contributes to capacity development initiatives for justice sector institutions.
Work Experience
A Master's degree holder is not required to have professional work experience. A Bachelor's degree holder must have at least two years of relevant professional experience in governance, justice reform, rule of law, or human rights programming at the national or international level. Experience in the UN or international organizations, fragile/conflict-affected contexts, proposal development, and working with government agencies is advantageous.
