Organizational Context
The United Nations Development Programme (UNDP) is a global development network operating in over 170 countries. In Niger, UNDP provides common operational services to other UN agencies, funds, and programs. The Human Resources Unit within the Country Office supports these services. This role is within the HR Unit, reporting to the HR and Learning Manager, and contributes to the effective functioning of HR services for the country office and partner agencies.
Job Purpose
The Human Resources Assistant provides operational and administrative support for the implementation of HR services within the UNDP Niger Country Office. This role is crucial for the smooth operation of the HR Unit, ensuring the accurate processing of administrative files, diligent contract management, effective recruitment support, and precise personnel data management. The position requires strict adherence to UNDP and UN system rules, regulations, and procedures. The incumbent will work collaboratively with various teams and external partners, fostering a service-oriented approach and maintaining strict confidentiality in all personnel-related matters. This role supports the achievement of HR strategies and policies, contributing to the overall operational efficiency and effectiveness of the UNDP office and its partner agencies.
Responsibilities
Provide administrative and operational support for HR strategies and policies, ensuring compliance with UN and UNDP regulations. Maintain HR dashboards and produce periodic reports. Support the recruitment process by preparing vacancy announcements, tracking applications, organizing interviews, and verifying candidate files. Manage and track administrative contracts, including extensions and separations, within the Quantum system and other platforms. Prepare and submit recruitment files for approval. Monitor HR transactions in Quantum, including posts, benefits, and departures. Maintain accurate and confidential personnel files, both physical and electronic. Support the management of staff leave and absences, processing requests and updating records. Process staff entitlements and benefits, ensuring timely resolution. Prepare and disseminate internal HR communications. Assist in performance management processes, including collecting and tracking evaluation forms. Support the annual training plan and individual development plans. Provide logistical and administrative support for training sessions and well-being initiatives. Assist with HR surveys and data collection for salary and post adjustments. Ensure accurate data entry and updates in HR information systems. Respond to staff inquiries on common HR matters and escalate complex issues. Support audits and internal control reviews. Provide operational support for HR activities for other UN agencies under common service agreements.
Work Experience
Experience in administrative and operational HR support is required. Experience with HR processes, including recruitment, contract management, and data management, is essential. Familiarity with UN/UNDP HR systems and procedures is an asset.
