Health Manager, UN Clinic Physician (open To All Applicants)
Organizational Context
The UNDP Eritrea hosts the UN Clinic in Asmara, delivering primary healthcare, emergency response, occupational health, and medical clearances to UN staff and dependents. This role, part of UN common services and administered by UNDP, mitigates health and security risks for personnel exposed to various hazards in the field, ensuring their well-being and recovery.
Job Purpose
The Health Manager's primary purpose is to provide comprehensive medical services to UN staff and their eligible dependents at the UN Clinic in Asmara on a full-time basis. This encompasses delivering clinical care, conducting medical examinations, and efficiently facilitating medical evacuations in close consultation with the Division of Healthcare Management and Occupational Safety and Health (DHMOSH). The role is central to the day-to-day operational management of the UN Clinic, including supervising staff and overseeing physical assets like equipment and inventories. The incumbent ensures the consistent delivery of high-quality medical services to the UN Country Team. Under the overall management of the UNDP Resident Representative and technical supervision of DHMOSH, the Health Manager will also promote proactive occupational health policies and best practices, aiming to optimize the health and well-being of all UN staff in Eritrea. This contribution is vital for mitigating health and security risks, ensuring better recovery and saving lives in a challenging field environment.
Responsibilities
The Health Manager's responsibilities encompass comprehensive clinical, administrative, and supervisory duties. Clinically, they respond to acute emergencies following international protocols, perform triage and stabilization, conduct daily medical consultations, examinations, and immunizations, provide health education, and address occupational health issues for UN staff and dependents. Administrative tasks include liaising with medical facilities, ensuring adherence to UN policies for medical clearances, sick leave, and evacuations, managing all related paperwork, maintaining confidential medical records, and establishing relations with local hospitals. Supervisory duties involve managing day-to-day medical support operations, ensuring the availability of supplies and functioning equipment, and implementing training programs in health education, HIV/AIDS prevention, and first aid. The role also includes supporting the UN HIV PEP program, managing HIV diagnosis and treatment, and supervising clinic staff. Furthermore, the manager advises senior management on health policies, business continuity, and risk management, represents the medical service in various forums, and actively participates in UN Cares activities and emergency medical response drills to enhance staff well-being and preparedness.
Work Experience
Minimum 5 years (with Master's) or 7 years (with Bachelor's) experience in general medicine, including at least two years in Trauma and Emergency care, preferably in developing or conflict countries. Residency or internship in internal or family medicine is required. Two years of managerial experience in the medical field, covering budgeting, supervision, and resource management, is also mandatory. Two years of occupational health experience and previous UN medical system/international medical experience are highly desirable. Proficiency in office software (MS Word, Excel) is required.
