Job Purpose
The purpose of this role is to provide strong, localized leadership for the humanitarian response in Ukraine, specifically to advance Prevention of Sexual Exploitation and Abuse (PSEA). It aims to ensure victim-centred support, strengthen partnerships with national authorities, civil society, and affected communities, thereby enhancing the overall integrity and effectiveness of humanitarian operations. As a Ukrainian national staff member, the specialist will lead inter-agency PSEA coordination at a senior level, support localization efforts, guide governance processes, and represent the national network in global PSEA forums. This joint UN programme position, reporting to the UNDP Resident Representative and advising the UN Resident and Humanitarian Coordinator, is critical for integrating PSEA and its risk mitigation measures into all sectors, humanitarian planning cycles, and national frameworks, ultimately contributing to a safer environment for affected populations.
Responsibilities
The PSEA Specialist provides strategic leadership by advising senior humanitarian leadership on PSEA efforts, risks, and priorities. This includes leading the development and operationalization of Ukraine's inter-agency PSEA Action Plan, conducting risk assessments, and integrating PSEA measures into humanitarian planning and national frameworks, ensuring partner engagement in governance and risk mitigation. The role establishes robust governance and institutional mechanisms, co-chairing the national inter-agency PSEA Network and chairing the PSEA Working Group. It supports the PSEA Steering Committee, provides regular updates to senior leadership, and facilitates communication between national and global PSEA bodies to share best practices. A core duty is upholding victims’ rights and a survivor-centred approach. This involves serving as the Victims’ Rights Focal Point, ensuring systems uphold survivor dignity and confidentiality, and developing accessible referral pathways and support services. The specialist monitors community feedback mechanisms and ensures PSEA planning incorporates victim-centred metrics. Capacity building, localization, and government engagement are also key. This includes coordinating PSEA training for national/local NGOs and government institutions, adapting materials, and fostering Ukrainian leadership within the PSEA Network. The specialist engages governmental bodies to align PSEA priorities with national policies and mobilizes resources for sustainable implementation. Finally, the specialist oversees monitoring, reporting, learning, and knowledge sharing. This involves designing monitoring frameworks, preparing analytical reports for senior leadership, facilitating best practice exchange, and ensuring data protection and confidentiality in all PSEA data collection and reporting.
Work Experience
A minimum of 7 years (with Master’s degree) or 9 years (with Bachelor’s degree) of progressively responsible experience in PSEA, coordination, protection, GBV, Child Protection, human rights, or safeguarding in humanitarian/development contexts is required. Proven experience in communication, coordination, facilitation, advocacy, and networking is essential, along with experience in localization, inclusive programming, and survivor-centred approaches. Desirable experience includes leading inter-agency coordination, strategic planning, engaging senior leaders, and familiarity with UN humanitarian architecture.
