Organizational Context
The United Nations Development Programme (UNDP) in Tunisia is implementing the "TARABOT – Cohésion pour prévenir la violence" project, a third phase focusing on preventing violent extremism and strengthening social cohesion. This initiative aligns with Tunisia's National Strategy to Combat Violent Extremism and Terrorism (2023-2027), promoting integrated, inclusive, and coordinated approaches. The project aims to address structural factors of social cohesion fragility and triggers related to security responses, working in partnership with the National Commission to Combat Terrorism (CNLCT).
Job Purpose
The Principal Technical Specialist for Violent Extremism Prevention will lead the implementation of the TARABOT project in Tunisia, providing technical and methodological guidance to UNDP country office teams and local partners. This role is crucial for ensuring project activities align with annual work plans and UNDP policies. The specialist will also support resource mobilization efforts for the project and related interventions, and contribute to developing and implementing a unified UNDP strategy on preventing violent extremism and strengthening social cohesion. Furthermore, the role involves fostering partnerships with UN agencies and development partners, enhancing knowledge management, and sharing best practices in the region, thereby strengthening UNDP's strategic positioning and programmatic impact.
Responsibilities
The Principal Technical Specialist will be responsible for the overall implementation of the TARABOT project, including developing annual work plans, coordinating activities, and managing project staff and consultants. This involves ensuring high-quality technical support and compliance with UNDP procedures. The specialist will provide substantive expertise in preventing violent extremism and strengthening social cohesion to the UNDP office and national partners, integrating cross-cutting themes like gender and human rights. A key aspect of the role is building and maintaining strategic partnerships with UN agencies, national institutions (such as CNLCT and relevant ministries), and international development partners. This includes identifying funding opportunities and coordinating the development of new project proposals. Additionally, the specialist will lead knowledge management efforts, documenting and disseminating lessons learned and best practices at national, regional, and global levels.
Work Experience
A minimum of 7 years of professional experience (with a Master's) or 9 years (with a Bachelor's) is required in development, violent extremism prevention, stabilization, social cohesion strengthening, or conflict prevention/transformation. Experience in program/project management, team leadership, and institutional partnership development is essential. Familiarity with UNDP digital tools and integrated systems is also necessary.
