Organizational Context
The United Nations Development Programme (UNDP) in Morocco supports the "CONNECTIVITÉ TERRITORIALE" project (2026-2029). This initiative, implemented with the General Directorate of Local Authorities (DGCT), aims to enhance territorial integration and development through digital transformation. It focuses on improving digital infrastructure, public services, and social cohesion, addressing disparities in digital maturity and institutional capacities across Moroccan territories.
Job Purpose
The Project Associate will ensure the daily operational coordination of the "CONNECTIVITÉ TERRITORIALE" project in Morocco, aligning with national implementation procedures and results-based management principles. This role is crucial for achieving project objectives within set timelines, quality standards, and budgets. The associate will facilitate institutional and partner coordination, manage administrative and financial aspects, lead the project team, oversee planning and reporting, manage knowledge, and supervise technical studies and field missions. The ultimate goal is to contribute to the successful and sustainable digital transformation of Moroccan territories, improving public services and fostering inclusive development.
Responsibilities
The Project Associate is responsible for the day-to-day operational management of the project, ensuring adherence to project documents, annual work plans, and UNDP procedures. This includes achieving expected results on time, within quality standards, and budget. Key duties involve coordinating project implementation with national, regional, and local institutional partners, fostering collaboration with various stakeholders including government bodies, the private sector, civil society, and development partners. The role also entails managing administrative and financial planning, execution, and monitoring, including contracts and procurement processes. Furthermore, the associate will lead and supervise the project team, conduct performance reviews, and identify capacity development needs. Planning, monitoring, and reporting are critical, requiring the preparation of work plans, budgets, and regular narrative and financial reports. The position also involves managing project knowledge, documenting best practices, and supervising technical studies and field missions.
Work Experience
A minimum of six years of relevant professional experience with a secondary diploma, or three years with a Bachelor's degree, is required. Experience in managing cooperation projects in public administration, local governance, or digital transformation is essential. Familiarity with national digital transformation and local governance strategies, institutional actors, and financial partners is also required.
