Organizational Context
The United Nations Development Programme (UNDP) in Timor-Leste is implementing a project funded by the Green Climate Fund (GCF) from 2020-2026. This project aims to safeguard rural communities and their physical assets from climate change-induced disasters. The role of National Project Manager sits within the UNDP Timor-Leste Country Office, reporting to the Head of the Climate Change and Environment Unit.
Job Purpose
The National Project Manager is responsible for the overall implementation and management of the "Safeguarding rural communities and their physical assets from climate induced disasters in Timor-Leste" project. This involves providing strategic direction, ensuring project targets and results are achieved, and managing day-to-day operations. The role requires close collaboration with the Government of Timor-Leste, UNDP Country Office teams, and project donors to ensure effective project delivery, risk management, and stakeholder engagement. The purpose is to build climate resilience in vulnerable communities and their infrastructure, contributing to Timor-Leste's Paris Agreement commitments and sustainable development.
Responsibilities
The National Project Manager will oversee the "Safeguarding rural communities and their physical assets from climate induced disasters in Timor-Leste" project, ensuring achievement of targets and results. This includes developing and monitoring project action plans and budgets, organizing Project Board meetings, and coordinating detailed implementation, procurement, and risk management plans. The role involves managing day-to-day project operations, ensuring timely activity implementation, and maintaining quality reporting. Responsibilities also include providing technical advice, building partnerships with government and stakeholders, managing project personnel, and facilitating knowledge building and training. The manager will ensure gender considerations are integrated, manage project finances according to UNDP rules, and oversee contractual management and audits.
Work Experience
A minimum of 7 years of progressive experience in project development and management is required for candidates with a Master's degree, or 9 years for those with a Bachelor's degree. Experience should focus on planning, monitoring, reporting, financial management, procurement, and stakeholder coordination within an international development organization.
Skills
Proficiency in project management, budgeting, and planning. Strong skills in financial services and project operations. Advanced computer skills in standard office applications (Word, Excel, PowerPoint). Excellent communication, negotiation, and interpersonal skills. Experience in system thinking, risk management, and partnership building is essential. Fluency in English and Tetum is required.
