Job Purpose
The Finance and Administrative Associate plays a critical role in ensuring the efficient operations of the Inclusive Growth Unit (IGU) in Lao PDR, with a primary focus on financial management and program delivery. This position supports the IGU's objectives by managing budgets, tracking expenditures, ensuring compliance with financial regulations, and facilitating resource mobilization efforts. The role also provides essential administrative support, including event management, logistical coordination, and documentation, to ensure smooth program implementation. By collaborating closely with operations and project staff, the Associate enhances program delivery and facilitates communication among teams and stakeholders, contributing to the achievement of UNDP's Country Programme Action Plan goals and supporting Lao PDR's socio-economic development.
Responsibilities
The Finance and Administrative Associate is responsible for day-to-day financial and administrative activities supporting assigned projects. Key duties include managing project budgets, tracking expenditures against work plans, and ensuring compliance with UNDP policies (POPP). This involves supporting financial closure in Quantum, processing payments, and reviewing financial reports. The role also entails managing procurement processes for equipment and services, supporting consultant recruitment, and contract management. Additionally, the Associate provides guidance on financial policies to implementing partners, supports quality assurance through HACT and M&E activities, and contributes to resource mobilization by developing financial schemes for proposals and maintaining donor reporting systems. Effective administrative and logistical support for program management, including travel arrangements and meeting coordination, is also a core function.
Work Experience
A minimum of 7 years of progressively responsible experience in accounting, finance, or program/project support is required with secondary education, or 4 years with a bachelor's degree. Experience supporting program teams, working with computer software packages, and managing administrative, operational, and logistical processes for projects is essential. Experience in financial and procurement processes is also required.
Skills
Proficiency in financial management, budget tracking, and procurement. Strong administrative and logistical support capabilities. Experience with ERP systems (preferably Oracle Cloud) and Microsoft Office Suite. Excellent communication, reporting, and interpersonal skills. Knowledge of UNDP POPP, HACT, and M&E frameworks is advantageous. Fluency in English and Laotian is required.
