Organizational Context
The AMEXCID-PNUD Cooperation Program (PROCAP), active since 2013, supports AMEXCID in evolving its international cooperation model. It aligns with Mexico's national development priorities and the 2030 Agenda, aiming to consolidate AMEXCID institutionally and strengthen its cooperation policy. This role, an Administrative Management Associate, sits within AMEXCID's Executive Directorate, contributing to strategic alliances and the Integral Development Plan.
Job Purpose
The primary purpose of this role is to support the institutional consolidation of AMEXCID, strengthening South-South Cooperation in Mexico through the AMEXCID-PNUD PROCAP program. The Administrative Management Associate will contribute to developing institutional capacities for International Development Cooperation (CID) management, enhancing Mexico's CID policy in both reception and offer modalities, and fostering strategic alliances for development. A key contribution involves supporting the implementation of the Integral Development Plan. The associate will be responsible for the design, negotiation, coordination, and monitoring of educational cooperation agreements, ensuring their alignment with national development priorities, AMEXCID's institutional framework, and Mexico's international commitments. This role is crucial for AMEXCID's effectiveness as a dual cooperation actor.
Responsibilities
The Administrative Management Associate will undertake a comprehensive set of duties to ensure the efficient operation and strategic alignment of cooperation projects. Key responsibilities include the elaboration of detailed evaluation reports aimed at optimizing existing administrative and operational processes, thereby enhancing efficiency and effectiveness. The role involves the meticulous administration of resources allocated to international cooperation projects, ensuring financial prudence and adherence to guidelines. The associate will provide essential administrative support across all phases of cooperation projects within their area, encompassing logistical coordination and documentation management. This also includes the preparation of accurate and timely financial and progress reports, crucial for stakeholder communication and project oversight. A significant area of responsibility is the management of procurement and bidding processes for projects under their purview, ensuring transparency and compliance with established procedures. Furthermore, the associate will be directly responsible for the design, negotiation, coordination, and ongoing monitoring of educational cooperation agreements. This critical function requires ensuring that all such agreements are rigorously aligned with Mexico's national development priorities, the institutional framework of AMEXCID, and the country's international commitments, thereby contributing directly to the strategic objectives of the AMEXCID-PNUD program.
Work Experience
Candidates with a high school diploma must possess a minimum of seven years of experience in project execution and administrative management. For applicants holding a university degree, a minimum of four years of experience in the aforementioned areas of project execution and administrative management is required.
Skills
Required skills include knowledge of regulatory analysis for administrative procedures, advanced proficiency in Microsoft Office Suite (especially Excel), and experience in budgetary planning. Desired skills encompass experience in drafting terms of reference and managing bidding processes, knowledge of preparing technical and financial inputs, and familiarity with acquisition and document management systems. Basic English language proficiency is also required.
