Job Purpose
The Human Resources Associate, under the general guidance and supervision of the Assistant Resident Representative for Operations, is responsible for leading the transparent and integral execution of all HR services within the Country Office. This role is crucial in fostering a collaborative and client-oriented environment, actively contributing to maintaining high staff morale. The Associate will engage closely with program, operations, and project teams within the Country Office, as well as with UNDP central office business partners, GSSC personnel, and other UN agencies. This collaboration is essential for effective information exchange and resolution of human resources-related challenges. The UNDP's strategic portfolio approach necessitates staff flexibility, requiring work across diverse units, functions, teams, and projects within multidisciplinary teams. This ensures enhanced horizontal collaboration and adaptability to evolving operational needs, ultimately contributing to the achievement of the organization's strategic objectives.
Responsibilities
The Human Resources Associate ensures effective HR administration and policy implementation, maintaining full compliance with UN rules and UNDP policies, and supporting internal controls and HR management systems. This includes mapping HR business processes, developing internal SOPs, and providing guidance on HR policies and contractual modalities. The role involves gathering information for inter-agency surveys and proactively managing HR-related risks.
Key responsibilities also include providing comprehensive HR services, particularly in recruitment and staffing. This entails coordinating recruitment processes with GSSC and hiring managers, drafting job descriptions, assisting with job classification, advertising vacancies, candidate selection, and participating in interview panels. The Associate facilitates position creation and updates in ERP, monitors payroll issues, and tracks all HR transactions related to positions, benefits, and separations. They manage contract administration, support delegated benefits processing, maintain staffing tables, and validate cost recovery for HR services provided to other UN agencies.
Furthermore, the Associate supports staff performance management, talent management, and career development by providing data, assisting official management groups, and contributing to learning plans. The role also involves facilitating knowledge building and sharing within the Country Office through organizing HR training, supporting local onboarding plans, synthesizing best practices, and contributing to knowledge networks.
Work Experience
A minimum of 6 years of experience in HR/administration with a secondary diploma, or 3 years with a Bachelor's degree, at national or international levels is required. Essential experience includes using office software (MS Word, Excel), advanced knowledge of web-based management systems like ERP, and managing recruitment, absences, learning plans, and staff performance. Experience with integrated HR management systems (e.g., PeopleSoft HCM, Oracle) and UNDP rules is advantageous.
