Organizational Context
The UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean supports 10 island nations in achieving sustainable human development and meeting regional and international objectives, including the SDGs. The MCO focuses on policy and knowledge advisory services in areas like poverty reduction, governance, economic recovery, climate resilience, and disaster risk reduction. Antigua and Barbuda, a highly climate-vulnerable Small Island Developing State, faces significant risks from climate-induced hazards. The Early Warning for All (EW4All) initiative aims to strengthen its resilience through improved Multi-Hazard Early Warning Systems (MHEWS).
Job Purpose
The Project Analyst will lead the Project Management Unit (PMU) for the Early Warning for All (EW4All) initiative in Antigua and Barbuda, ensuring effective day-to-day implementation of the project. This role is crucial for delivering project results in line with the approved project document, meeting quality, time, and budget standards. The Project Analyst will coordinate with national and international partners, including the Government of Antigua and Barbuda, UNDP, WMO, UNDRR, ITU, and IFRC, to ensure coherent and effective delivery of activities. The purpose is to strengthen national Multi-Hazard Early Warning Systems (MHEWS) and lay the foundations for anticipatory action, ultimately enhancing the country's resilience to climate-induced hazards and improving the quality of life for its citizens. The role concludes with the operational closure of the project.
Responsibilities
The Project Analyst is responsible for leading the Project Management Unit (PMU) and overseeing daily project implementation, reporting to the Project Board. Key duties include developing annual work plans and budgets, monitoring progress, and proposing corrective actions. The role involves managing procurement, contracting, and recruitment of service providers and specialists, ensuring compliance with UNDP and GCF standards. The Project Analyst will coordinate efforts among all project partners, including government counterparts, UN agencies, and other stakeholders, to ensure coherent and effective delivery. This includes liaising with Responsible Parties, facilitating the technical advisory panel, and maintaining strong working relationships. The role also encompasses establishing monitoring systems, preparing progress reports, supporting audits, managing communications, and promoting knowledge exchange and capacity building with local stakeholders. The Project Analyst ensures the effective and accountable use of project resources and oversees the quality of technical outputs.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Those with a Bachelor's degree must have at least two years of relevant professional experience in project development and management, focusing on planning, monitoring, reporting, and stakeholder coordination within an international development organization. Experience with computer software, web-based systems, and advanced spreadsheet/database knowledge is desirable.
