Organizational Context
The UNDP Country Office in Morocco operates under the Country Programme (2023–2027), aligned with national development models and UN frameworks. The M&E Associate role is within the Programme Management Support Unit (PMSU), supporting quality, coherence, and performance of the programme portfolio.
Job Purpose
The M&E Associate will support the operationalization and strengthening of the UNDP Morocco Country Office's monitoring and evaluation (M&E) system. This role is crucial for ensuring the quality, coherence, and performance of the programme portfolio. The incumbent will provide technical and operational support for data collection, analysis, and utilization, contributing to evidence-based decision-making and strategic guidance. Additionally, the role supports the production of essential corporate and programmatic reports, ensuring compliance with UNDP standards and partner requirements. The position is within the Programme Management Support Unit (PMSU) and reports to the Head of PMSU, collaborating closely with programme teams and other units.
Responsibilities
The M&E Associate is responsible for supporting the implementation of the Country Office M&E system, including operationalizing M&E frameworks, results frameworks, and M&E plans. This involves ensuring regular updates of performance data in corporate platforms and maintaining consistency of project indicators. The role includes designing and implementing data collection tools, compiling, cleaning, processing, and analyzing quantitative and qualitative data, and producing performance dashboards and analyses. The Associate will also support monitoring missions, participate in field missions, and contribute to the planning and follow-up of decentralized evaluations. Furthermore, the position involves supporting the drafting and consolidation of corporate and programmatic reports, ensuring their quality and compliance. Responsibilities also extend to quality assurance, risk management, and knowledge management, including contributing to capacity-building sessions and producing knowledge products.
Work Experience
A minimum of 6 years of relevant professional experience in monitoring and evaluation, programme/project management, or results-based management is required with a secondary education. This requirement is reduced to 3 years of experience if the candidate holds a bachelor's degree.
Skills
Demonstrated experience in designing and implementing M&E systems/frameworks. Good understanding of project management. Experience in collecting, processing, and analyzing quantitative and qualitative data. Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint). Experience in drafting programmatic reports in English and/or French. Experience promoting Leaving No One Behind (LNOB) approaches. Fluency in Arabic and French is required; good working knowledge of English is desired.
