Job Purpose
The Clerk Radio Operator, under the direct supervision of the SOC technician, plays a critical role in maintaining the continuity and effectiveness of security communication services for UN personnel and NGOs throughout Mali. This position is essential for ensuring that vital security and safety information is received, transmitted, and relayed promptly via all identified communication means. The operator monitors field mission movements, facilitates immediate communication support during security incidents, and ensures timely escalation of notifications through appropriate channels. By meticulously recording all incident-related communications, informing relevant security focal points, and verifying the operational status of security communication systems, the role directly contributes to the safety and security of UN operations. This function is paramount in enabling personnel to remain connected with Security Operations Centers, thereby enhancing situational awareness, facilitating rapid response during crises, and ensuring overall personnel accountability in a dynamic operational environment.
Responsibilities
The Clerk Radio Operator is responsible for operational, administrative, and security-related tasks under the direct supervision of the SOC technician. **Operational Support:** Receive, transmit, and relay security and safety messages and information to relevant personnel and security coordinators. Escalate security incidents through defined channels for follow-up and assistance. Monitor field mission movements in accordance with Security Risk Management (SRM) processes and local Standard Operating Procedures (SOPs). Facilitate immediate communication support for UNSMS and NGO personnel involved in security incidents, alerting response functions, providing feedback, and maintaining communication links. **Information Management & System Oversight:** Record all information and communications related to security incidents. Inform respective UNSMS organization or NGO security focal points when their personnel are involved in incidents. Monitor the use of security communication systems (SCS) to ensure compliance with established SOPs and guide personnel on appropriate usage. Verify the operational status of security communication systems, reporting any anomalies to the SOC technician. Conduct timely and accurate personnel counts as instructed or per SOPs. **Administrative & Emergency Preparedness:** Maintain up-to-date contact details for all UNSMS personnel, dependents, NGOs, premises, vehicles, UN guards, and emergency/support services. Keep records and logs of all security-related actions and critical communications. Prepare and submit reports as directed by senior security professionals. Be prepared to support other functions during emergencies and participate in relevant training, exercises, and drills.
Work Experience
A minimum of 3 years of experience within an UNDSS Security Operations Center (SOC) is required, specifically for candidates holding a secondary education diploma. Additionally, at least 3 years of experience in the operation and repair of SOC communication systems is essential.
Skills
Operation, repair, and maintenance of SOC communication systems and standard UNDSS telecommunication equipment. Proficiency in map creation using GPS coordinates and mission tracking files. Knowledge of UNDSS personnel count systems and security advisory dissemination. Competence in security management (air, road, fire), risk assessment, and mitigation strategies. Strong skills in security advice, planning, coordination, and policy implementation. Safety and security risk management expertise. Client satisfaction and customer management capabilities.
