Organizational Context
The United Nations Development Programme (UNDP) in Mexico supports the country's development agenda by enhancing financial performance, ensuring robust resource management, and maintaining transparent financial reporting. The Finance Unit specifically supports the Country Office in promoting its sustainable development agenda through continuous improvement of financial performance, solid financial resource management, and accountability. This role operates within the Crisis Resilience unit, contributing to the overall mission of the UNDP.
Job Purpose
The Finance Associate ensures the effective execution of financial services and processes within the Country Office, promoting transparent utilization of financial resources. This role supports the Finance Unit by ensuring compliance with UNDP's financial policies and procedures, implementing the Internal Control Framework, and assisting in budget administration for management projects and development projects. The associate also supports treasury management and knowledge sharing within the office. By collaborating closely with Operations, Programme, and project staff, as well as HQ and GSSC personnel, the Finance Associate resolves financial issues and contributes to informed decision-making, effective financial management, and transparent reporting aligned with international standards.
Responsibilities
Key responsibilities include supporting the administration and implementation of operational strategies and adapting financial processes and procedures to ensure compliance with UNDP's Policies and Procedures (POPP) and Internal Control Framework (ICF). This involves monitoring financial exception reports, investigating anomalies, and supporting the preparation of financial process maps and standard operating procedures. The role also involves assisting in the administration of management project budgets, approving development project budgets, and managing cost recovery systems. This includes preparing required budget revisions, ensuring timely expenditure authorizations, and maintaining detailed records of funds released for projects. Additionally, the Finance Associate provides accounting and administrative support, ensuring proper control of supporting documents for payment invoices, managing financial reports for projects and management funds, and maintaining the internal expenditure control system. This includes timely corrective actions on erroneous data in the ERP, ensuring timely registration, reconciliation, and submission of VAT returns, and monitoring financial transaction dashboards. The role also ensures the proper functioning of the Country Office's treasury management by identifying and recording contributions received in UNDP bank accounts and facilitates knowledge exchange by assisting in organizing training sessions on finance, audit, and compliance.
Work Experience
A minimum of 6 years of progressive experience in finance and accounting at the national or international level is required with a secondary education. With a bachelor's degree, 3 years of relevant progressive experience in finance and accounting is required. Experience with computer and office software packages (MS Word, Excel, etc.), advanced knowledge of spreadsheets, web-based management systems, financial ERP systems, and database packages is essential.

Proficiency in MS Word and Excel; advanced knowledge of spreadsheets, web-based management systems, financial ERP systems, and database packages; knowledge of IPSAS and/or IFRS; fluency in Spanish and English.
