Organizational Context

The UNDP and MINVU collaborate on urban and housing development in Chile, emphasizing quality, sustainability, and social integration for vulnerable populations. This role supports MINVU's Urban Development Division (DDU) Project Unit in reconstruction efforts across Valparaíso, Biobío, and Santa Lucía de Chaitén. The position is based at MINVU, contributing to restoring habitability and mitigating risks in disaster-affected areas.

Job Purpose

The primary purpose of this role is to significantly contribute to the design and development of urban and housing projects within the Ministry of Housing and Urbanism's (MINVU) reconstruction process. The incumbent will actively participate in elaborating design proposals, ensuring they meet high standards of quality, connectivity, environmental sustainability, and social integration. This involves meticulously collecting, reviewing, and systematizing technical and territorial data to develop essential inputs for reconstruction project designs, strictly adhering to MINVU's established guidelines, criteria, and regulations. The role is crucial for restoring adequate living conditions, promoting territorial integration, and mitigating risks in areas severely affected by catastrophes, with a particular focus on supporting vulnerable communities. This position directly contributes to the broader collaboration between MINVU and UNDP, aiming to achieve resilient and sustainable urban development goals.

Responsibilities

The incumbent will primarily support the technical development of architecture and urban planning projects, contributing significantly to the Ministry of Housing and Urbanism's (MINVU) reconstruction efforts. Main duties include: Technical Design and Documentation: Assisting in the comprehensive development of urban-housing project planimetries, preparing detailed technical specifications, and creating design renders. This also encompasses supporting the meticulous elaboration of project budgets and other essential technical documentation required for project execution. Architectural and Urban Design Proposals: Actively contributing to the formulation and refinement of architectural and urban design proposals for both new initiatives and ongoing projects managed by MINVU, ensuring alignment with strategic objectives. Strategic Project Collaboration: Providing crucial technical collaboration and expertise for projects directly associated with the national Reconstruction Plan and other strategic initiatives as defined by the Urban Development Division (DDU)/MINVU Project Unit. Knowledge Management and Exchange: Facilitating and supporting the creation, systematization, and exchange of relevant technical knowledge and best practices pertinent to the project's successful implementation and long-term impact. The role also entails performing other professional functions as required to ensure the efficient operation of the project, the office, and the broader organizational goals.

Work Experience

A minimum of 3 years of relevant experience is required in: Design and planning of landscape architecture/park projects; Urban-housing development and design projects; Construction, project execution, and multi-sectoral management. Desirable experience includes: More than the minimum required years of experience; Technical multidisciplinary work related to the position; Advising technical committees, workshops, and participation instances; Facilitation and public presentation skills.

Skills

Required skills include: Proficiency in design tools such as AutoCad, Revit, Sketchup, and Adobe. Experience with remote work tools like Microsoft Teams, Zoom, cloud storage, and collaborative platforms. Competence in Microsoft Office Suite (Word, Excel, PowerPoint) and Outlook email functionalities. Fluency in Spanish is essential. Functional and technical competencies cover communication, project management, monitoring and evaluation, knowledge generation, relationship management, and urban resilience.
