Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports poverty eradication, inequality reduction, and resilience building through its three programme priorities. Since 2014, UNDP has been actively involved in emergency response and crisis management, supporting regional and local authorities. The Area-Based Recovery (ABR) Framework, with pillars of Reconstruction, Returns, Resilience, and Reforms, aims to ensure community recovery and a return to development pathways. This role is crucial for implementing ABR economic recovery initiatives in war-affected communities.
Job Purpose
The Employment and Entrepreneurship Officer will lead the design and implementation of projects aimed at enhancing employability, entrepreneurship, and institutional capacity within war-affected communities in Ukraine. This involves conducting needs assessments, developing and delivering training and capacity-building programs for various stakeholders including vulnerable populations, businesses, and government entities. The role requires coordinating with employers and business support organizations to create pathways for formal employment and enterprise creation. Regular duty trips to partner communities are expected to ensure effective outreach, coordination, and monitoring of economic recovery initiatives under the Area-Based Recovery (ABR) Framework. The officer will also facilitate the modernization of educational and business infrastructure and manage project resources to achieve successful outcomes.
Responsibilities
The role involves comprehensive project planning and implementation, including conducting rapid needs assessments for local communities, businesses, and institutions like the State Employment Service (SES) and vocational training centers (VET). Key duties include developing and implementing training and re-skilling programs to boost employability for war-affected populations and capacity-building initiatives for service providers and authorities. The officer will coordinate with employers and business support organizations to link skills development with employment and entrepreneurship opportunities. Responsibilities also encompass supervising consultants, managing grant programs, facilitating infrastructure modernization, and ensuring operational and financial management of assigned tasks. Establishing and maintaining strong partnerships with diverse stakeholders, including government, NGOs, and international partners, is essential. The role requires monitoring progress against targets, reporting on activities, identifying and managing risks, and contributing to knowledge sharing and advocacy. Mainstreaming gender equality and promoting a safe work environment are also integral aspects of the role.
Work Experience
A minimum of two years of relevant experience is required for candidates with a Master's degree, or four years for those with a Bachelor's degree. This experience should be at the national or international level in designing, implementing, monitoring, and evaluating humanitarian or development projects related to livelihoods, economic recovery, or similar fields. Proficiency in computer use, office software packages (MS Word, Excel), and web-based management systems is also necessary.
