Job Purpose
The Public-Private Partnership Officer will lead the design and implementation of project interventions aimed at fostering inclusive economic recovery in target communities. This involves developing and promoting public-private partnership (PPP) initiatives and creating employment opportunities, particularly for war-affected groups. The role requires regular travel to partner communities to ensure effective outreach, coordination, and monitoring of economic recovery efforts under the Area-Based Recovery (ABR) Framework. The officer will provide technical advice, build capacity among stakeholders, and ensure PPP projects are sustainable, inclusive, and aligned with national recovery priorities and UNDP standards.
Responsibilities
Key responsibilities include performing needs assessments for local communities and businesses, providing technical advice for PPP concept development, feasibility studies, and financial models. The officer will support local authorities in identifying and structuring investment projects suitable for private participation, and provide advisory support throughout the PPP project lifecycle. This involves developing and implementing capacity-building programs for various stakeholders on PPP mechanisms and inclusive employment objectives. The role also entails managing consultants, coordinating grant programs, overseeing operational and financial aspects of assigned tasks, and ensuring project activities align with UNDP policies and gender equality principles. Establishing and maintaining strategic partnerships with government, private sector, and international stakeholders, monitoring project progress, reporting on achievements, and facilitating knowledge sharing are also critical duties.
Work Experience
A minimum of two years of relevant experience (with a Master's degree) or four years (with a Bachelor's degree) is required in humanitarian or development project design, implementation, monitoring, and evaluation, or in public-private partnership development, public procurement, or a related area. Experience with computer software, office packages, and web-based management systems is also necessary.
