The United Nations Development Programme (UNDP) is a global leader in fighting poverty, inequality, and climate change. In Moldova, UNDP supports the Ministry of Labour and Social Protection's "Digital Transformation of Social Protection" Project. This initiative aims to address inefficiencies and limited digital integration within the social protection system, enhancing its framework for better service delivery and resilience.
Job Purpose
This role supports the "Digital Transformation of Social Protection" Project in Moldova, under the supervision of the UNDP Project Manager. The Business Process Analyst will provide high-quality development services and products to national and local counterparts. The primary purpose is to leverage technology to streamline processes, enhance user experience, and strengthen institutional resilience within the social protection system. This involves developing and integrating digital systems, facilitating stakeholder engagement, and building capacity to ensure the project's strategic goals of improving social welfare and creating a more efficient, accessible, and responsive social protection framework are met.
Responsibilities
The Business Process Analyst is responsible for providing technical expertise in the phased development and integration of the eSocial digital case management module, including its interconnection with employment business processes and regional service provision. This includes supporting the development of case management systems, defining reporting frameworks, and facilitating the integration of external IT systems. The role involves translating institutional needs into functional requirements, providing oversight for digitized social services, analyzing technical issues, and synthesizing stakeholder feedback for system enhancements. Additionally, the analyst will manage communication between key institutions, contribute to capacity-building curricula, deliver training, and maintain linkages with project beneficiaries. They will also maintain knowledge bases, document best practices, and promote resource sharing and advocacy related to digital public services in social protection.
Work Experience
A minimum of 2 years of progressive experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required in assessing, re-engineering, or designing services. Experience in social protection, digital transformation, or institutional development is essential. Experience with public sector entities, ICT/digital inclusion projects, and UN agencies is desirable.
