Organizational Context
The AMEXCID-UNDP Cooperation Program (PROCAP), active since 2013, supports Mexico's international development cooperation efforts, aligning with SDG 17 and the 2030 Agenda. It aims to consolidate AMEXCID institutionally, strengthening its CID policy and fostering strategic alliances. The role sits within AMEXCID's Executive Directorate, focusing on educational and cultural cooperation.
Job Purpose
The purpose of this role is to significantly contribute to the institutional consolidation of AMEXCID, thereby strengthening South-South Cooperation in Mexico. This involves developing robust institutional capacities for effective International Development Cooperation (CID) management and fortifying Mexico's CID policy, encompassing both its role as a recipient and provider of cooperation. The specialist will be instrumental in promoting strategic alliances for development, particularly in educational and cultural sectors, and supporting the implementation of the Integral Development Plan. The role ensures that all educational and cultural cooperation agreements are meticulously designed, negotiated, coordinated, and monitored. This work must align seamlessly with national development priorities, AMEXCID's institutional framework, and Mexico's international commitments, ultimately leveraging CID as a vital instrument to achieve the nation's development agenda and global sustainable development goals.
Responsibilities
Strategic Planning and Agreement Management: Design, negotiate, coordinate, and meticulously monitor a diverse portfolio of educational and cultural cooperation agreements and Memoranda of Understanding with key national stakeholders. This includes ensuring strict alignment with Mexico's national development priorities, the established institutional framework of AMEXCID, and the nation's international commitments. Analytical Support and Decision-Making: Conduct comprehensive strategic and technical analyses to provide robust support for decision-making processes within the AMEXCID Executive Directorate, specifically pertaining to the formation and management of educational and cultural alliances. Inter-institutional Coordination and Project Integration: Lead and coordinate institutional linkages with various entities across the federal public administration. The aim is to effectively integrate strategic projects, fostering synergy and maximizing their impact. This involves proactive engagement and collaboration to ensure seamless project execution. High-Level Engagement and Representation: Actively participate in high-level meetings and forums focused on education, culture, and international cooperation. In this capacity, the specialist will represent AMEXCID's interests, contribute to policy discussions, and facilitate the exchange of knowledge and best practices. Capacity Building and Policy Development: Contribute significantly to AMEXCID's institutional consolidation by supporting the development of national capacities for the effective management of International Development Cooperation (CID). This also involves assisting in the continuous strengthening of Mexico's CID policy, encompassing both its reception and offering modalities. Partnership Development: Facilitate and promote the establishment of strategic alliances for development with a broad range of relevant actors, including the private sector, academic institutions, civil society organizations, and other multilateral and bilateral cooperation agencies.
Work Experience
Candidates with a Bachelor's degree require a minimum of 7 years of experience in the educational sector and cultural projects. For candidates holding a Master's degree, a minimum of 5 years of experience in the aforementioned areas is required.

Knowledge of public policies. Understanding of federal public administration educational policies. Institutional communication and high-level representation. Experience in developing cultural and educational projects. Knowledge of fund management and project development. Experience in negotiating inter-institutional agreements.
