ICT Analyst/ Head Of ICT Unit [open To Internal And External Applicants]
Organizational Context
The Operations Unit provides essential services to various units within the Country Office, UNDP development projects, and other UN Agencies. It actively coordinates and contributes to complex cross-sectorial and business innovation initiatives, focusing on digital transformation, process automation, and optimizing ICT services to enhance efficiency, transparency, and cost-effectiveness across the organization.
Job Purpose
The ICT Analyst/Head of IT Unit is responsible for supporting digital transformation, automating operational processes, and optimizing ICT services within the Country Office. This role will implement data-driven solutions to improve efficiency, transparency, and cost-effectiveness. The incumbent will lead the IT Unit, foster innovation through agile digital solutions, and contribute to modernizing operational services. A key objective is to establish a new service line offering ICT and Digital consultancy, software development, and technical excellence hub services on a cost-recovery basis, supporting CO projects, partners, and the region.
Responsibilities
The ICT Analyst is responsible for ensuring effective ICT operations, infrastructure, and user support, including managing networks, servers, cloud systems, and end-user devices. This includes providing client-oriented support, monitoring system performance and security, and developing ICT policies and procedures. The role drives digital transformation by advising on digitalization needs, implementing automated workflows, and supporting enterprise applications. Responsibilities also include managing data, developing business intelligence solutions using tools like Power BI, and contributing to software development and systems integration. Strengthening cybersecurity, promoting responsible digital practices, and facilitating knowledge sharing and capacity building are crucial. The role involves managing the IT team and engaging with stakeholders to meet automation and digitalization needs, including developing new software and consultancy services on a cost-recovery model.
Work Experience
A minimum of 2 years of relevant professional experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required in areas such as ICT support, systems administration, software development, digital transformation, business intelligence, or IT project implementation. Experience in IT project management, digital platforms, data analysis, and cybersecurity is essential. Knowledge of the Republic of Moldova's ICT landscape is also required.
Skills
Key skills include: Project Management, Digital Awareness and Literacy, Systems Thinking, Solutions Architecture, IT Quality Management, Digital Product Management, IT Project Management (Agile/Waterfall), and proficiency with Microsoft 365. Experience with Power BI, coding, scripting, APIs, databases, and systems integration is also important. Knowledge of cybersecurity and ICT risk management is desirable.
