Project Administrative And Finance Officer (open To Internal And External Applicants)
Organizational Context
The United Nations Development Programme (UNDP) in Fiji is implementing the Early Warning for All (EW4All) project, aiming to protect vulnerable communities from extreme hydrometeorological hazards. This project seeks to enhance early warning systems and secure long-term financial investment. The Project Administrative and Finance Officer will report to the UNDP Resilience and Climate Change Team Leader and work closely with the Project Manager and operations team.
Job Purpose
The Project Administrative and Finance Officer is responsible for the overall management and implementation of the EW4All project in Fiji, ensuring effective engagement with government and non-government partners. This role supports the project's goal of protecting lives and livelihoods by strengthening early warning systems and securing financial investment. The officer will manage administrative, logistical, procurement, and financial tasks in compliance with UNDP regulations, facilitate project activities, and ensure timely and efficient delivery of results. The position requires close cooperation with the UNDP Pacific Office operations team and project focal points across different countries, contributing to the project's success in building resilience against climate change impacts.
Responsibilities
The Project Administrative and Finance Officer will provide comprehensive support for project implementation, including administrative, logistical, travel, procurement, and asset management in line with UNDP rules. This involves procuring goods and services, arranging project workshops and meetings, and assisting in the preparation and review of work plans and procurement plans. The role includes quality control of project activities, monitoring and data collection, and maintaining filing systems. Additionally, the officer will support information management through research and data compilation, and ensure efficient administrative operations by providing training on financial procedures and processing travel requests. Financial support includes drafting progress reports, assisting with budget cycles, monitoring expenditures, preparing for audits, and leading financial reporting. The role also involves coordinating with partners for timely liquidations and providing financial management support, while facilitating knowledge building and sharing on financial matters.
Work Experience
A minimum of 2 years of relevant experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required at the national or international level in project support or finance. Experience with computers, office software (MS Word, Excel), advanced spreadsheets, web-based management systems (ERP financials), and database packages is essential. Experience working with government counterparts, UN, GCF, or international organizations is desirable.
