Job Purpose
The Field Security Officer will assist the UNDSS Security Advisor in implementing the Country Security Plan, contingency plans, and the UN Security Framework. This involves ensuring all UN personnel are covered by security plans, maintaining staff lists, and testing emergency communication and warden plans. The role is crucial for facilitating security clearances, ensuring adequate procedures for emergencies, and maintaining 24-hour readiness for security incidents. The officer will also ensure compliance with security measures for UN personnel, offices, and residences, and provide advice on security equipment procurement and functionality. This position contributes to the overall safety and security management of UN operations in the region.
Responsibilities
The Field Security Officer is responsible for assisting in the implementation of the Country Office Security Plan, including contingency plans and the UN Security Framework, ensuring all UN personnel are covered. Duties include maintaining staff lists, testing emergency communication and warden plans, and facilitating security clearances. The role involves ensuring updated emergency procedures and being prepared for 24-hour response to security incidents. The officer will ensure compliance with Residential Security Measures (RSM) and Security Risk Management (SRM), advise on security equipment, and conduct security assessments of UN premises. Additionally, the role requires liaising with host government agencies and local authorities, advising on security impacts on UN programs, providing timely security advice, reporting incidents, and preparing security reports. General assistance to the Regional Security Coordinator (ASC) includes maintaining correspondence, taking minutes, and supporting Business Continuity Management.
Work Experience
A minimum of 2 years of progressively responsible security experience is required for candidates with a Master's degree, or 4 years for those with a Bachelor's degree. Experience in a military or police context is preferred. Prior experience with the UN system or an international NGO is desirable.
Skills
Proficiency in Microsoft Office Suite, Windows-based applications, integrated web-based management systems, spreadsheets, and databases. A valid Class 6 driver's license is required. Desired skills include experience with the UN system or international NGOs, liaising with local government security organizations, maintaining security plans, experience with emergency communications equipment, organizing security training, and knowledge of host country safety codes. Fluency in English and Tok Pisin is required.
