Job Purpose
The Associate Cadastral and GIS Unit Officer will coordinate and supervise field and GIS teams for a large-scale cadastral survey and land titling project in the Indio River basin. This role is crucial for ensuring the accuracy and integrity of geospatial and tabular data, supporting the legal and administrative processes for land titling, and ultimately strengthening land tenure security for local communities. The position contributes to the project's objective of regularizing un-titled areas, promoting sustainable land management, and fostering inclusive development, particularly for women landowners, aligning with national development plans and the UN Sustainable Development Cooperation Framework.
Responsibilities
The Associate Cadastral and GIS Unit Officer is responsible for the overall operational supervision of the cadastral and GIS unit. This includes coordinating and overseeing field and GIS technical teams, ensuring adherence to technical standards and quality control for generated data. The role involves planning and coordinating land tenure studies and cadastral surveys, defining work schedules, and ensuring seamless collaboration between field teams, GIS specialists, and other project units. A key responsibility is the administration, consolidation, and maintenance of the cadastral GIS system, ensuring data integrity, consistency, and compliance with national land administration regulations. The officer will also oversee quality control processes, verify compliance with cadastral norms for land adjudication and titling, and coordinate with national authorities like ANATI for the approval of cadastral plans and the overall titling process.
Work Experience
A minimum of three years of progressively responsible experience in cadastral surveying, land management, GIS, or a related field is required. Experience in supervising technical teams, managing geospatial databases, and working on land titling projects is essential. Experience with national cadastral regulations in Panama is a strong asset.
Skills
Proficiency in Geographic Information Systems (GIS) software and database management. Strong understanding of cadastral surveying principles and land tenure regulations. Excellent coordination, supervision, and project management skills. Ability to ensure data quality, integrity, and compliance. Effective communication and interpersonal skills for inter-agency coordination.
