Organizational Context
The United Nations Development Programme (UNDP) in Burundi is partnering with the Ministry of Health to enhance health services delivery through governance reforms. UNDP will serve as the interim Principal Recipient for Global Fund HIV, TB, and malaria programs, aiming to improve health outcomes and strengthen the national health system.
Job Purpose
The Programme Manager will oversee the effective management of Global Fund grants in Burundi, ensuring alignment with national health priorities and compliance with UNDP and Global Fund standards. This role involves fostering strategic partnerships, providing policy advice, and leading capacity-building initiatives for national entities. The objective is to ensure successful program implementation, improve health service delivery, strengthen the health sector's resilience, and contribute to Burundi's progress towards the 2030 Sustainable Development Goals, ultimately facilitating the transition of responsibilities to national partners.
Responsibilities
Key responsibilities include the effective management of Global Fund grants, encompassing planning, implementation, financial oversight, procurement, and monitoring to achieve national targets. This involves coordinating with Sub-recipients (SRs), managing administrative and programmatic aspects, conducting financial and substantive evaluations, and developing risk management matrices. The role also entails building and maintaining strategic partnerships with the Ministry of Health, UN agencies, and other stakeholders to ensure transparent program implementation and support resource mobilization. Providing policy advice and strategic technical guidance to national entities and participating in technical committees are crucial. Furthermore, the Programme Manager will lead capacity-building efforts for national systems in areas like procurement and financial management, and facilitate knowledge sharing and the dissemination of best practices to ensure program sustainability and the eventual transfer of the Principal Recipient role.
Work Experience
A minimum of 10 years of relevant experience (with a Master's degree) or 12 years (with a Bachelor's degree) in leading complex program implementation at national and/or international levels is required. Experience in developing countries, with UN/UNDP, in multi-stakeholder contexts, with Global Fund Grants, and in capacity building is desired.
