Organizational Context
The United Nations Development Programme (UNDP) in Colombia supports the government's transition towards peace and development. The Crisis Resilience cluster, specifically the Peacebuilding portfolio, focuses on implementing projects that contribute to the peace agreement. This role is within the Peace, Justice, and Reconciliation Area, requiring agile and efficient budget and financial management for its projects.
Job Purpose
The Budget Management Technical Associate will ensure the accuracy and integrity of financial information and manage budgets for projects within the Peace, Justice, and Reconciliation Area. This involves establishing robust accounting and financial reporting processes, ensuring compliance with UNDP policies, and providing technical support for financial reporting and budget execution. The role contributes to the effective financial management of peacebuilding initiatives, supporting timely and accurate financial reporting, and facilitating knowledge sharing on financial best practices. The associate will also support the integration of gender equality and results-based management within project activities.
Responsibilities
Establish and maintain accounting and financial information processes for programmatic areas and projects, ensuring timely and accurate reporting in compliance with UNDP policies. This includes implementing effective internal controls, reviewing financial situations, and approving funding authorizations. The role involves mapping financial business processes, developing Standard Operating Procedures, and monitoring payment schedules. It also requires investigating financial exceptions, coordinating audit responses, and ensuring timely implementation of audit recommendations. The associate will provide technical support for financial reporting, budget planning, implementation, and monitoring, ensuring proper use of financial resources. This includes preparing cash flow forecasts, budget revisions, and ensuring timely and accurate payments and recording of financial transactions. The role also involves managing accounts receivable and maintaining the general ledger, collaborating with the Finance Unit for improved financial reporting, and supporting capacity building and knowledge sharing on financial management and procurement.
Work Experience
A minimum of five years of progressively responsible experience in budget management, financial administration, accounting, or a related field is required. Experience with UN/UNDP financial systems and procedures is desirable. Experience in project budget execution and financial reporting is essential.
Skills
Proficiency in budget management and financial administration. Strong understanding of accounting principles and financial reporting. Experience with financial systems (e.g., ERP).
