Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports public authorities in advancing sustainable recovery and resilience, particularly in the critical district heating sector. This role is within the "Ukraine District Heating Programme Technical Assistance," financed by the European Investment Bank (EIB), aiming to strengthen institutional capacity and improve project bankability for sustainable finance.
Job Purpose
The Project Analyst will provide essential operational, administrative, and analytical support to the Ukraine District Heating Programme Technical Assistance. This role is crucial for effective project implementation, ensuring alignment between work plans, budgets, and results. The incumbent will facilitate communication with stakeholders, contribute to planning, monitoring, and reporting, and play a key role in gender mainstreaming, promoting gender equality and women's empowerment in line with UNDP's commitments. The position supports the joint effort of UNDP and EIB to address financing gaps and enhance the resilience of Ukraine's district heating sector.
Responsibilities
Ensure the quality and delivery of technical assistance for the Ukraine District Heating Programme. This includes developing implementation plans, supervising experts and consultants, preparing terms of reference, and managing project activities and budget expenditures. The role involves monitoring progress against targets, capturing lessons learned, and ensuring compliance with UNDP policies and procedures, including gender equality frameworks. Additionally, the Project Analyst will interact with senior partners to support programme activities, strengthen institutional coordination, and build strategic partnerships. This includes liaising with government ministries, local administrations, and municipal energy companies, identifying cooperation opportunities, and representing the Programme at relevant forums. The role also involves managing operational aspects such as recruitment, finance, procurement, and administration.
Work Experience
A minimum of 2 years of relevant experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required in administration, finance, programme/project support, quality assurance, international cooperation, or sustainable development. Experience with computer software packages (MS Word, Excel), spreadsheet and database management, and web-based systems is essential. Experience in international organizations or projects is desirable.
