Organizational Context
The Global Shared Services Centre (GSSC) provides human resources, financial, and procurement services to over 180 countries and 40,000 personnel across more than 40 UN Agencies. The GSSC operates from multiple international offices and is led by a Director reporting to the Bureau for Management Services. This Finance Associate role is part of the GSSC Finance Service Delivery Teams, working collaboratively with a client-oriented approach.
Job Purpose
The Finance Associate supports the Finance Unit within the Global Shared Services Centre (GSSC) by ensuring the accurate administration and implementation of operational finance strategies, processes, and procedures. This role contributes to the high-quality and timely delivery of financial services to UN personnel and agencies. Key functions include maintaining financial records, processing transactions, managing accounts payable and receivable, supporting cash management, and ensuring compliance with UN/UNDP financial rules and regulations. The position aims to achieve efficient financial resource management and provide essential accounting and administrative support to the Finance Unit, contributing to the overall operational effectiveness of the GSSC.
Responsibilities
Administer and implement operational finance strategies, processes, and procedures, ensuring full compliance with UN/UNDP rules and regulations. Maintain effective internal controls and a client-oriented financial resource management system. Map finance business processes and develop Standard Operating Procedures. Propose and implement cost-saving strategies. Provide accounting and administrative support, including controlling payment documentation, reviewing financial reports, and approving vendors in ERP. Maintain the internal expenditure control system, ensuring accurate transaction recording and processing of payroll, travel claims, and entitlements. Coordinate and review accounts and project closures, addressing unposted vouchers and resolving financial data issues. Manage Accounts Receivables and follow up on partner contributions. Record General Ledger transactions accurately and support the preparation of financial statements and variance analysis. Conduct accounts analysis and reconciliations. Ensure proper cash management, including reviewing cash positions, identifying receipts, managing bank statements, and preparing bank reconciliations and cash flow forecasts. Act as a liaison with banks and support cash disbursements. Perform quality assurance and ensure compliance with regulations, rules, and best practices, including post facto reviews, reporting on findings, and supporting the development of training and standardization mechanisms.
Work Experience
A minimum of 6 years of relevant finance experience at the national or international level is required with secondary education, or 3 years with a Bachelor's degree. Knowledge of IPSAS and/or IFRS is required. Experience with computers and MS Office, particularly advanced spreadsheet and database packages, is necessary. Experience in providing administrative support and hands-on experience with Enterprise Resource Planning (ERP) systems, preferably PeopleSoft/Oracle, are desired.
